The ENSCO Benefits Manager, under the direction of the VP of Human Resources, will be responsible for leading the development, oversight, administration, communication, and measurement of benefit plans, policies, and programs (health and welfare, defined benefit and defined contribution). This is a hands-on management position, requiring skill in operations and vendor management. RESPONSIBILITIES / ESSENTIAL FUNCTIONS: -Manages various employee benefit programs, to include, but not limited to, group insurance, life, medical, dental, vision, accident and disability, worker's compensation and Occupational Safety and Health Administration (OSHA) log- Identify gaps and other concerns in plan documents, administration and procedures- Ensure each benefit plan is compliant with all legislation, and ensure our records, processing and procedures meet or exceed compliance standards (eg, PPACA, ERISA, HIPAA, IRS, DOL, J-SOX, etc.)- Lead annual audits and prepare annual plan filings and notices required by law (eg, Dependent Care FSA nondiscrimination testing, 5500 Filing, Medicare Part D Creditable Coverage) to ensure the Company satisfies the reporting and disclosure requirements to remain compliant with the Affordable Care Act (ACA), Employee Retirement Income Security Act (ERISA), Consolidated Omnibus Budget Reconciliation Act (COBRA) and other federal laws - Act as the Annual Open Enrollment project lead by managing tasks and deliverables, including participating in system testing, preparing presentations and facilitating annual enrollment meetings, training internal teams on benefit changes, and developing communications to facilitate the process- Research and recommend new and/or improved employee benefit plans and cost-saving measures- Managing compliance with all legal requirements of various benefit programs and the preparation of required annual reports- Measure the effectiveness of each benefit program (performance vs. projections, costs and utilization, highlight concerns or issues and take corrective action as appropriate)- Creates and revises existing benefits forms, letters, and policies, and organize and maintain hard copy and electronic documents - Enroll new employees in benefit plans and assists employees in calculating cost of optional coverage - Enter new employee data and process enrollments, changes, and terminations in Human Resource Information System (HRIS) and with respective benefit vendors - Processes status changes in a timely and accurate manner; perform data entry of benefits and retirement information; assemble various benefits packages; conduct the clearance process for employees separating their employment and assist employees with issues on claims, troubleshoot claims issues with insurance vendors - Liaison with Payroll and other Human Resource team members to ensure benefit data related to pay is accurate, prepare and processes invoices and payments to benefit vendors and carriers - Manage annual benefits fair, and other benefit information sessions, including interfacing with vendors and planning sessions/events KNOWLEDGE, SKILLS AND ABILITIES: - Must maintain confidentiality of work-related information and material - Ability to effectively communicate sensitive information at all levels of the firm with discretion and confidence - Ability to organize work flow, use time efficiently, demonstrate attention to detail/accuracy, and adapt to change/balance competing demands - Possess an understanding of the retirement and health and welfare plan provisions- Flexibility to work overtime on an as-needed basis Qualifications Required (Skills)Bachelor's degree or equivalent experience with 10 years progressive experience in benefits administration or related field (ie Benefits design, compliance and administration; Family Medical Leave Act (FMLA); Americans with Disabilities Act (ADA); Human Resource Information System (HRIS), etc.) with 3 years of managerial experienceKnowledge of benefits regulatory requirements in the USAStrong analytical and planning skills, with the ability to work well in a collaborative team environment Demonstrated project management experience Excellent verbal and written communication skills Strong financial and technological acumen using HRIS and ExcelPossess sound judgment and reasoning abilities Exhibit strong drive for results and success Possess strong time management and organizational skills Maintain courteous, professional and effective working relationships with employees across all levels of the organizationThis position requires the ability to obtain and maintain a security clearance, for which you must be a US citizen.
