Summary

We are hiring a Director and Chief Executive Officer of the Defense Commissary Agency (DeCA) who will manage a worldwide chain of commissaries that provides groceries to military personnel, retirees and their families in a safe and secure shopping environment.

Responsibilities

The Director and Chief Executive Officer of the Defense Commissary Agency (DeCA) exercises full authority and responsibility for the day-to-day management and control of DeCA and its commissaries worldwide. The Director/CEO is also accountable to the DeCA Board of Directors, which provides advice regarding operation of the commissary system and assists in the overall supervision of DeCA. Major duties and responsibilities include, but are not limited to:
  • Exercises authority and responsibility for the full spectrum of human resource management activities across DeCA; provides leadership and direction for over 15,000 commissary employees to meet the organization's worldwide vision, mission, and goals.
  • Obtains and allocates resources; plans, programs, budget for, and executes the funds necessary to support DeCA programs, in accordance with law, regulation, and policy.
  • Represents the Agency in high level meetings, briefings and conferences with top level executives and managers from Congress, DoD, the Government Accountability Office (GAO), other federal agencies, departments and activities, private sector corporations and other business officials, and representatives of non-governmental entities.
  • Identifies and negotiates decisions concerning major budget allocations and other critical matters necessary to accomplishment of the Agency's mission.

  • In order to qualify for this position, you must be able to obtain a Top Secret security clearance.
  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
  • You will serve a two-year probationary period unless you have previously completed the probationary period in the SES.

MANDATORY TECHNICAL QUALIFICATIONS: Resume must include your of accomplishments that would satisfy the technical qualifications listed below. You are required to address all of the technical qualifications. If you fail to do so, you will be rated as ineligible.

1. Demonstrated executive-level leadership and management of a large-scale enterprise, in which the incumbent successfully balances the competing interests of cost effectiveness and customer satisfaction.

2. Demonstrated knowledge and experience at the executive-level leadership in the enterprise-wide transformation such as conversion of appropriated fund personnel to non-appropriated fund personnel, and demonstrated ability to develop, articulate, and execute strategic vision, innovative strategies, and continuous process improvement.

3. Demonstrated ability to collaborate at the senior executive level with a wide variety of outside organizations such as the Congress, other federal agencies, private sector industry, and special interest and advocacy groups.

Executive Core Qualifications as Defined:

DoD Joint Enterprise-Wide Experience Statement:

In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. Additional Information Regarding DoD Pilot Program:

Section 1109 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019 permits a qualified individual to be given an initial appointment into the Senior Executive Service (SES) within the Department of Defense (DoD) without being subject to the certification of Executive Core Qualifications (ECQ) by the Office of Personnel Management (OPM), Qualifications Review Board (QRB).

A career SES appointment made under this authority does not guarantee that you will be eligible to transfer to an other career SES appointment outside of the DoD without the need for you to compete.

Veterans preference is not applicable to the Senior Executive Service.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Your application will be evaluated by a rating and ranking panel. Highly qualified candidates may undergo an interview and a reference check. The Office of the Secretary of Defense Executive Resources Board will review results and make recommendations on final selections to the appointing authority.
