Responsibilities

As a External Affairs Specialist , you will be responsible for the following duties:

- Further the efforts and accomplishments of the OEAC Director and Deputy Director with the goal of expanding and enhancing the Agency's relationships on Capitol Hill.
- Maintain up-to-date files and databases on legislative issues of interest to the Agency, including conducting analysis of legislative proposals.
- Attend congressional hearings and prepares briefing materials, and monitor and track legislation on Capitol Hill that has the potential to affect NCUA, including proposals to alter the regulation of federal credit unions and federally insured credit unions, federal employee personnel issues, federal budget and appropriations issues, taxation issues, administrative law issues, and consumer protection issues.
- Conduct analysis of draft legislative proposals to determine impact on Agency policies, programs and procedures, and formulates proposed positions on draft legislative proposals.
- Review and analyze comments of technical and program experts on proposed legislation.
- Develop and maintain relationships with staff of members of the Senate Banking and House Financial Services Committees, other legislative committees on an as needed basis, and the legislative relations offices at other financial services regulators.
- Participate in briefings and mock hearings to prepare NCUA leadership for congressional testimony and meetings.
- Attend congressional hearings on issues of interest to NCUA and drafts summaries of proceedings for future Agency use.
- Assist in the education of external decision-makers about NCUA's views on legislative matters and gathers intelligence on legislative issues affecting the Agency.

Qualifications

You must have one full year of specialized experience equivalent to the next lower grade level in federal service in order to qualify for this position.

To qualify at the CU-13 level, you must have one full year of specialized experience equivalent to the CU/GS-12 level in federal service (obtained in either the public or private sectors). Specialized experience is defined as experience researching and analyzing legislative or policy issues or proposals; working with congressional staff, officials within an organization/federal agency, state, tribal or local government officials, or interest groups on legislative or regulatory matters; and preparing written material.

The Ideal candidate will have experience working with legislative matters in the financial services industry.

Additional information

SALARY: Pay will be set using NCUA's compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 42.87% for the Alexandria, Virginia geographical area.
