Responsibilities

Duties for positions in the 1301 series (Physical Scientist) may include any of the following:
  • Serve as a recognized scientific Program Manager in high performance computational science, such as data management and policies; cyber-security, determining scientific focus and direction of Advanced Scientific Computing Research (ASCR's) high performance computing (HPC) facility; identifying critical issues and actions necessary to effect the transition of advanced research into the facility with emphasis on interactions between scientists, next generation computational facilities, high speed networks, and next generation hardware based on emerging technologies such as quantum computing.
  • Provide facilities operations management and oversight of the three phases of the life cycle of a facility: (1) Operations Phase; (2) Upgrade Phase beginning with justification of the Upgrade Project through Acquisition ending with Acceptance of High Performance Production Computing resource; and (3) Transition to Operations Phase including, implementation of procedures for allocation of resources.
  • Examines and ascertains the cross-cutting operational needs and opportunities for the Office's facilities against scientific and technological advances and potential needs of the DOE to include cyber-security and securing essential information on abroad range of high performance computational science and scientific user facility operations.
  • Consult and negotiates with leading government and scientific personnel both nationally and internationally on sensitive issues and complex areas of importance to all involved parties

These position will be filled under the OPM Government-Wide Direct Hire Authority Certain STEM Positions for grade GS 15. This serves as a public notice for the use of the Direct Hire Authority in accordance with 5 U.S.C. 3327 and 3330 and 5 CFR 330.

Appointments made with this authority may be processed as a new appointment into the Civil Service.

Status and Non-Status applicants from outside DOE selected under this authority are required to serve a mandatory one (1) year probationary period. A DOE career status employee selected for this position may be required to serve a new one (1) year probationary period, pursuant to 5 CFR 315.802.

All positions are subject to satisfactory security and suitability determinations .

Basic Requirements:
  • Degree in physical science, engineering, or mathematics that include 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

  • OR
  • Combination of education and experience - education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

    Qualifications

    All applicants must meet the basic requirements and any additional requirements as stated under the Office of Personnel Management's Qualification Standard - Individual Occupational Requirements for 1301 positions.

    Basic Qualification Requirements for GS-1301 (Physical Scientist)
    A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    OR

    B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

    In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

    AND

    Specialized Experience requirements for grade level GS-15 position are as follows

    • Determining scientific focus and direction to include justifying, planning, initiating, managing, and coordinating all aspects of a facility.
    • Directing, executing and overseeing development of project definitions, technical scopes and budgets to support mission need.
    • Planning, coordinate, implement, and evaluate facility research programs on a national and international level.

    • Knowledge of project management methods and tools and ability to implement, and manage the research or facility program, including acting on emerging opportunities, determining funding levels.
    • Knowledge and ability to plan, direct, and evaluate new and highly complex basic research programs, technologies, and policies of securing essential information in all aspects that serves the programs.
    • Ability to effectively communicate orally to serve as spokesperson for the organization writing to prepare analytical documents and/or research findings in the broad scientific areas of responsibility.
