The United States Postal Service (USPS) Office of Inspector General (OIG) is seeking a student enrolled in a college/university program to fill our Student Cooperative - (Paid) position in the Research and Insights Solution Center (RISC), located in Arlington, VA.

Responsibilities

RISC disseminates actionable information and knowledge to support the OIG's audits, investigations, and operations. The selected candidate will provide a wide range of technical and administrative support to RISC, including creating materials such as data sets to support projects and reports, developing executive briefing materials and presentations, creating supporting materials for cases. The ideal candidate will have interest in the application of data science and data analytics, including structured/unstructured data and machine learning techniques. The Student Cooperative Program is available for continuous employment throughout the year, while enrolled in school.

The selected candidate will provide a wide range of technical and administrative support for RISC that includes creating/manipulating data sets, visuals, and reports on many different platforms that support audits or investigations. Some of the platforms and tools utilized are SAS Visual Analytics and Power BI, as well as SQL and R programming language. Our ideal candidate will be well organized, self-motivated, detail oriented, and a fast learner.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and/or the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 10/22/2019 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Administrative Band level. The base salary range for this position is $14.06-$17.00/hour. Locality Pay is authorized.

Sophomore $18.18 per hour includes locality pay
Junior/Senior $19.40 per hour includes locality pay
Graduate or Law Student $21.98 per hour includes locality pay

The student cooperative performs specialized duties with continuing responsibility for projects, questions, or issues that arise in the area of assignment/curriculum. Each assignment typically consists of a series of related actions or decisions prior to final completion.
  • Provide administration and analytics support to the Research and Insights Solution Center (RISC) and staff for project status reports, meetings, presentations, workshops, and outreach meeting to other agencies and vendors.
  • Support analytics projects with basic data collection, manipulation, and analysis.
  • Collect project status information and provide summary data in various formats.
  • Document products and solutions using sound technical writing skills.
  • Conduct research and pull data from a variety of data sources and systems to develop intelligence cases.
  • Create a variety of analytic products, such as relational databases, summary tables and graphs.

Qualifications

MINIMUM REQUIREMENTS

You must meet ALL of the minimum requirements.
  • Students must be currently enrolled full or half-time in an accredited college or university program, classified or academically ranked by semester hours as a Sophomore,Junior, Senior or Graduate student. (MUST SUBMIT TRANSCRIPT STATING CURRENT ENROLLMENT STATUS, GPA AND IN GOOD STANDING)
AND
  • Must be in academic good standing as defined by the college or university, earning at least a 2.75 GPA on a 4.0 GPA scale.

AND
  • Must be able to report to work in the USPS OIG office for which you are selected during core business hours.

AND
  • Interest in the application of data science and data analytics, including structured/ unstructured data and machine learning techniques.

AND
  • Basic knowledge of Structured Query Language (SQL).

EVALUATION FACTORS

  • Experience using the Microsoft Office programs, including Word, Excel, PowerPoint
  • Experience with data collection and analysis of simple and complex data
  • Ability to research trends in business intelligence, data analytics, and geospatial information systems
  • Exposure to and/or interest in basic statistical analysis and/or trend analysis
  • Exposure to and/or interest in Structure Query Language (SQL) concepts and methods
  • Exposure to and/or interest in researching, analyzing, and evaluating projects, investigations, and proactive initiatives
  • Basic knowledge of qualitative and quantitative analytical methods to assess and validate data, determine risk probabilities and develop conclusions

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
