Responsibilities

  • As a financial manager and advisor, provides expert financial advice, guidance and assistance to the Director of HECSA, the USACE Chief of Staff and Deputy Chief of Staff, and other USACE officials.
  • Develops, coordinates and carries out financial policies, procedures, and plans for serviced organizations.
  • Executes general staff responsibility for developing and installing management principles and techniques to problems and working relationships.
  • Establishes, prepares and publishes policies and procedures on such matters as funds utilization, fiscal procedures, budget requirements, etc.
  • Evaluates current and proposed programs and develops recommended priorities, unfunded requirements and decrement program.
  • Recommends allocation of resources apportionment of funds, and reprograms actions based on factors of cost, scheduling, priority and requirements.
  • Formulates and disseminates budget policy and participates in long and short-range program planning to include establishing program goals and objectives.
  • Directs, plans, organizes and administers a comprehensive financial management program for HECSA, HQUSACE, 249th and Prime Power School (PPS), which includes accounting, budgeting, management-financial reporting, management analysis, and manpower.
  • Develop and executes plans, programs and budgets to obtain manpower and financial resources to accomplish both HECSA, Headquarters US Army Corps of Engineers (HQUSACE), 249th Engineer Battalion and the Prime Power School (PPS) missions.
  • Performs supervisory/managerial responsibilities to a financial management staff.


Travel Required

Occasional travel - Tempoary Duty (TDY) or business travel is required 5% of the time to provide advice, guidance and support in all facets of financial management.

To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: serving as a financial manager and advisor on the overall management of money, manpower, support resources and facilities for multiple appropriations such as civil and military, revolving funds and reimbursable and fee; advising organizational leaders on high level financial management programs which includes accounting, budgeting, management-financial reporting, management analysis and manpower; formulating, developing or updating budgetary or financial management policies for execution; presenting findings, surveys resulting from organizational level financial analysis; and performing supervisory/managerial and leadership responsibilities to a financial staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
