CSS, Inc., under contract to NOAA's National Ocean Service (NOS), is seeking a full-time Application Developer to support the National Centers for Coastal Ocean Science (NCCOS) Information and Technology Branch. NOS is responsible for the health and safety of our nation's coastal and oceanic environment. NOS provides a wide range of products and services, established on the best scientific basis, for the protection of life, property and the environment. Within NOS, the National Centers for Coastal Ocean Science (NCCOS) works directly with coastal managers, industry, regulators, and scientists to deliver relevant, timely, and accurate scientific information and tools. The Information and Technology Branch within NCCOS Business Management Division requires a scientific data manager to steward existing and new scientific databases and associated metadata. The ideal candidate will have a Master's degree or Bachelor's degree plus two years of professional experience, at least two years of demonstrated experience in publishing scientific datasets or publications, and be able to function effectively with minimal oversight and on-site training. He or she should understand the importance of scientific data quality in terms of utility, integrity, and objectivity. Responsibilities This position is for a scientific data manager familiar with stewarding oceanographic data, including biological, chemical, toxicological, geological, and physical observations, social science datasets, video data, geospatial data products (ie, GIS layers), and complex model output. NCCOS is committed to full Federal and agency data management compliance, making environmental research results and long-term monitoring data fully available to the public via long-term preservation at Federal (or thematic) data centers in non-proprietary formats with Section 508-compliant data documentation , discoverable via ISO 19115 metadata , and accessible via web services , including mapping data services (eg, ESRI ArcGIS MapServer ) and tabular data services (eg, OPeNDAP, tabledap, ERDDAP , etc.), so the successful applicant will work closely with NCCOS scientists to ensure scientific findings are made available in a timely manner to public users and technical partners. The applicant will migrate existing scientific datasets from legacy databases and applications to modern frameworks used by NOAA and partner agencies for hosting data. The applicant will work with the NCCOS Data Coordinator, software development team, and communications team to provide technical support, advice, and guidance to NCCOS scientists regarding data management for selected NCCOS projects. Specific tasks may include the following: Scientific Data Management: Assist with ensuring that NCCOS data comply with Federal data management requirements Track scientific dataset internal review, approval, and dissemination Migrate legacy scientific datasets and associated databases, web applications, and metadata to alternate hosting providers (eg, Federal data centers, mapping and/or tabular web services, etc.) Assist NCCOS scientists with developing customized data queries Prepare and submit scientific datasets to the NOAA National Centers for Environmental Information (NCEI) Create, publish, and maintain dataset-, service-, and project-level metadata Disseminate scientific datasets via NCCOS website Qualifications Required Qualifications: Master's degree in Oceanography, Marine Science, Environmental Science, Biology, Ecology, Geology, Remote Sensing, Computer Science, or a related field; OR Bachelor's degree plus two or more years of professional experience with scientific data management beyond the requirements for academic training Demonstrated experience with publishing datasets; knowledge of database structure and theory Attention to detail with outstanding organizational and time-management skills Ability to work independently with minimal supervision and assistance Ability to pass a National Agency Check (NACI) and maintain it throughout the duration of employment Preferred Qualifications and Skills : Knowledge of scientific environmental data management, including policies and procedures for data collection, ship-to-shore data management, analytical data management, data documentation and metadata, archiving, data delivery, and dissemination. Experience with contributing to published peer-reviewed scientific datasets/publications (please include up to 5 recent full citations with URL/DOI). Experience or training in ArcGIS, scientific video, complex data formats (eg, NetCDF, HDF, etc.), WordPress, and/or Section 508-compliant PDFs is a bonus.
