Job Title: Program Manager Job Summary: EMCOR Government Services is seeking a Program Manager with a Top Secret Clearance for a Bid Proposal in Northern, Virginia This position is contingent upon contract award. Essential Duties and Responsibilities: Responsible for meeting contract requirements and performance standards for a large and complex facilities management program at a secure government facility in Northern Virginia. Provide overall management and direction for daily operations, scheduled maintenance, IDIQ work, financial management, work control, subcontractor management, and staffing functions. Direct a diverse staff of technical and administrative personnel and subcontractors. Serve as main point of contact and liaison with government customer, stakeholders, and company. Oversee facility services, budgets, schedules, quality and safety compliance, training requirements, and contract compliance. Collaborate with customer in establishing strategic objectives and controlling program services. Coordinate communications, including meetings with appropriate internal and external stakeholders and reporting. Analyze operations to determine potential enhancements or improvements to facilities operational procedures and activities. Ensure program activities are consistent with overall program goals and customer mission. Qualifications: Must have a minimum of 10 years of experience directing a large and complex facilities management program, including experience in central utility plant operations. Must have the demonstrated ability to effectively lead and manage a multi-functional work force performing maintenance, engineering, repair, and operational services. Bachelor's degree in Architecture, Engineering, Construction Management, or related field. Knowledge of sound program management techniques and best practices. Must communicate efficiently and fluently in both verbal and written form. Proficient with Microsoft office applications. Excellent organizational skills. Must have a valid driver's license. Top Secret clearance required.
