Voice and Unified Capabilities architect needed for development and deployment of a complete Voice over IP solution at US Army installations throughout the Continental United States (CONUS). The TDM Decommissioning project will Engineer, Furnish, Install, Secure and Test (EFIS&T) a VoIP capability at approximately 15 installations over the next 5 years and enable the decommissioning of all legacy TDM based solutions. Duties: Successful candidates will be responsible for facilitating the following duties. Act as the technical POC, directly supporting the Project and Program Managers at technical meetings and briefings Assist in the development of survey, design, and documentation templates Review and analyze survey results Assess suitability of existing campus infrastructure, identifying gaps and remediation needed to support the proposed design Identify and evaluate engineering alternatives, emerging technologies and innovative approaches to meet or exceed contract requirements Develop solutions that meet customer requirements to maximize reuse of existing equipment Must provide expert level analysis of TDM and IP based voice networks, including planning, designing, evaluating, selecting, and upgrading systems. Candidate must plan network layouts and configure systems to create STIG approved user environments. Tasks that support this environment include: Analyze network topologies, traffic and capacity requirements Participate in all Preliminary and Critical Design Reviews and other customer engagements as needed Provide technical support and troubleshooting to users as needed; may perform network administration duties Support the acquisition of hardware and software as well as subcontractor services as needed Plan and direct the execution of system testing that results in customer acceptance of the fielded solution Candidate may be asked to serve as technical team or task leader. Roles included within this area include: Oversee the activities of Network Engineers to design a VoIP system that complies with DoD, US Army, and I3MP guidance, regulations, policies and standards Provide guidance and work leadership to less-experienced network personnel along with possible supervisory responsibilities Engage and assist network engineering team to review and approve engineering contract deliverables such as Preliminary and Critical Designs Bachelors Degree in Computer Science, Engineering or related technical discipline. 20 years routing and switching engineering experience (minimum of 5 years with IP voice systems). Thorough knowledge of TDM Voice equipment (such as Nortel and Avaya) Maintaining technical proficiency is a significant part of the duties and is implicit in the employment process Expert knowledge of both proprietary and IETF protocols and services such as: TCP/IP, MPLS, L2VPN, L3VPN, Spanning Tree, 6PE/6VPE, Multicast, RADIUS, TACACS+, SNMP, SYSlog, RTP, SIP, H.323, and SCCP Experience in integrating network systems that comply with Army infrastructure standards as described in the Installation Campus-Area Network - Design and Implementation (ICAN-DI) document Current CCIE (Voice) with Bachelors Degree in Computer Science, Engineering or related technical discipline Must be able to travel up to 50% Knowledge, Skills and Other Abilities: Written and oral communication skills Strong interpersonal skills in a team-based development environment Strong computer skills and familiarity with Microsoft Word, Excel, Outlook, Visio and PowerPoint Experience with cryptographic devices (desired). Ability to troubleshoot networking and physical infrastructure issues. Operational understanding of AC & DC Power Management Systems (desired).
