GDIT is actively pursuing an immediate opportunity to continue the modernization of the Provider Enrollment Chain of Ownership System (PECOS) for the Centers for Medicare & Medicaid Services (CMS). If awarded, GDIT will implement CMSs new vision of PECOS modernization efforts, with a heavy emphasis on ensuring that the end-user experience for provider and administrators meets the high standards set by Medicare, Americas most popular healthcare brand. GDIT is seeking truly knowledgeable talent that understand the provider lifecycle, are knowledgeable with the data structures and are highly skilled in their technical execution. Position Description PECOS 2.0 will be a ground up redesign of the current Medicare Enrollment System, and is focused on transitioning the system from a single purpose product to a modernized, enterprise resource that is a platform for all provider enrollments across Medicare, Medicaid, and emerging programs. The Scrum Master will be a team-level change agent who facilitates and coaches agile practices in a diverse and technically complex cloud services delivery program within the PECOS 2.0 Contract team. A practical understanding of agile and DevOps principles, frameworks, tools and concepts will be key in successfully performing in this role. Roles and Responsibilities Lead and motivate multiple scrum teams in all aspects of the committed work (analysis, development, testing, documentation, etc.) Acts as a servant leader and aids with the resolution of blocking impediments Facilitate Scrum ceremonies, such as planning, reviewing, retrospectives and daily stand-ups Mentor team members in Agile values, principles, and practices Utilize tools, such as JIRA and Confluence, to facilitate Agile ceremonies, including: iteration planning, backlog grooming, daily stand ups, sprint retrospectives, and status reporting Utilize tools and reports, such as JIRA and Confluence, to collect, develop and analyze Agile data and metrics Identify differences in understanding issues as they occur; work with the team to problem-solve or escalate to management if needed Utilize data from retrospectives and other agile metrics to coach and to recommend continuous improvements Build a trusting and safe environment where problems can be raised with an emphasis on problem solving Assess the Scrum maturity of the team and coach the team to higher levels of maturity at a pace that is sustainable and comfortable for the team Coach a continuous improvement mindset and recommend adjustments to established delivery practices Bachelors degree a in Computer Science, Information Systems, or Computer Engineering, or equivalent experience Required Education and Experience Bachelors degree a in Computer Science, Information Systems, or Computer Engineering, or equivalent experience Agile certification such as SAFe Scrum Master (SSM), Certified Scrum Master (CSM), PMI Agile Certified Practitioner (PMI-ACP) 5 years of experience as a Scrum Master within a software development team 5 years of experience with support tools, such as JIRA, Confluence, Remedy, ServiceNow, and HP ALM 3 years of experience with software DevOps pipeline processes and tools Desired Education and Experience US citizen or a Green Card holder Health Care Industry or Centers for Medicare and Medicaid Services (CMS) experience Excellent oral and written communication skills, with a demonstrated ability to communicate complex technical topics to management and non-technical audiences Work effectively and efficiently as a team member in high-stress and time-sensitive situations Experience on multiple Scrum teams in a variety of different contexts (different team sizes, different organizations, different cultures, co-located vs. distributed, etc.) Well versed in a variety of Agile approaches (SAFe, Scrum, Kanban) Some knowledge of development environments, platforms, and technologies including Java, JavaScript/JQuery, general web development, cloud technology, SQL and data modeling. Conditions Candidate must be able to obtain Public Trust clearance and must have lived in the United States at least three (3) out of the last five (5) years.
