This position is located in the office for Victims of Crime (OVC), Office of Justice Programs (OJP), Department of Justice (DOJ). OVC's mission is to enhance the Nation's capacity to assist crime victims and to provide leadership in changing attitudes, policies, and practices to promote justice and healing for all victims of crime.

Responsibilities

Serves as an expert on budgetary and financial management issues and activities for the Office for Victims of Crime (OVC). Coordinates all phases of budget development, monitors budget expenditures, and reports to upper management regularly on the state of budget expenditure. Implements and monitors financial management controls within OVC.

Evaluates, plans, and directs the analytical and evaluative work for OVC functions related to the development and presentation of OVC budget plans and programs. Evaluates policy, instructions, and legislative directives affecting operations and maintenance, as well as specific budgetary submissions to ensure adherence to policies and directives.

Prepares and formulates a consolidated budget for major agency programs on both a long-and short-term basis. Prepares and edits justification materials for funding needs. Prepares detailed analyses and estimates of annual funding needs for OVC. Gathers, compares, and correlates information about projected costs of current and future programs and activities.

Maintains current information on the status of all operations and maintenance funds to identify actual and potential problem areas, trends, deficiency situations, areas of imbalance, or similar factors that could impact the effective management control of these funds.

Manages interagency agreements for OVC, to include the review, routing and submission of agreements for final approval. Works with program staff in developing, organizing, and evaluating the effectiveness of policies and programs and other related concerns for interagency agreement program management.

Coordinates with program officials to evaluate difficult and complex organizational operations and activities and to recommend improvements. Advises on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix. Prepares detailed analyses addressing matters of fact, regulatory and program development requirements, and problem mitigation. Coordinates with program managers on key agency policies, organization, workload, resources, procedures, and methods.

Qualifications

MINIMUM QUALIFICATIONS:

Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of Specialized experience include: Serving as an expert analyst, coordinating team efforts in conducting comprehensive studies dealing with significant changes in workforce distribution, positions, or related organizational structures; serving as a financial expert on budgeting and financial management issues and activities, including analyzing historical costs and future funding needs; planning and preparing reports or other documents related to complex budgetary issues for new, substantive agency programs where precedents were scarce or nonexistent; and analyzing annual funding needs for an organization and preparing justification materials for funding needs.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

- Ability to apply analytical methods and techniques to identify and resolve financial and/or auditing issues.
- Ability to communicate effectively other than in writing.
- Ability to communicate in writing.
- Knowledge of the federal budget process and financial management practices and procedures.
- Ability to plan and execute work.

TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.
