Summary

This position is located in the Office of Justice Programs, Office of Juvenile Justice and Delinquency Prevention (OJJDP). OJJDP provides national leadership, coordination, and resources to prevent and respond to juvenile delinquency and victimization. The incumbent of this position supports states and communities in their efforts to develop and implement effective and coordinated prevention and intervention programs and to improve the juvenile justice system.

Responsibilities

Reviews, analyzes, and tracks awardee compliance with the terms and conditions of the grant or agreement as well as compliance with government-wide and agency regulatory, policy, and reporting requirements. Conducts risk assessments, financial reviews and audits, and business reviews of grant/agreement awardee operations, and recommends or initiates actions to protect agency interests. Pre-visit activities involve reviewing compliance reports and the awardee's policies and procedures.

On-site visit activities include evaluating the awardee's compliance with program goals and award specifications. Post-visit activities include writing up site findings and recommendations.

Develops, analyzes, and interprets grant and/or cooperative agreement policies, Standard Operating Procedures, and guidelines. Provides training, technical assistance and guidelines, oversight, expertise and consultation to internal staff, management and program officials, awardees, review panels, applicants, recipients, and sub-recipients.

Performs a variety of pre-award functions for grants and/or cooperative agreements including designing, developing, and/or preparing solicitations; reviewing, analyzing, and evaluating applications, plans, and estimates received in response to particular programs and Request for Application (RFA) requirements; conducting financial reviews of applicants to evaluate fiscal integrity and financial capability, examine proposed costs, and determine whether the budget and budget narrative accurately explain the project's costs and whether those costs are reasonable, necessary, and allowable; conducting pre-award negotiations on matters such as terms and conditions of awards, costs, schedules, and oversight responsibilities; and providing applicant support during the solicitation period.

Performs a variety of post-award grants and/or cooperative agreement management tasks including conducting post-award reviews and analyses to identify and resolve management, financial, and administrative issues; providing training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, and recipients; establishing performance measures and monitoring and assessing awardee performance; and reviewing completed awards, making appropriate adjustments or disallowances. Processes close-outs of grants and/or agreements, ensuring compliance with programmatic, administrative, and fiscal requirements of relevant statutes, regulations, policies, guidelines, and with grantee stated objectives, and the applicable implementation plan.

Qualifications

MINIMUM QUALIFICATIONS:

Grade 11:

Qualifying experience for the GS-11 level includes one year of specialized experience at least to the GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of experience include Interpreting and ensuring grants/cooperative agreements to assess compliance with regulatory, policy, and reporting requirements; providing advice on grant/cooperative agreement issues.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by three (3) full academic years of progressively higher level graduate education or the successful completion of a Ph.D. or equivalent doctoral degree.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Grade 12:

Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of experience include implementing and managing Federal grants and cooperative agreements, and providing grants-related assistance and services, such as processing standard grant/agreement close-outs and dispositions; evaluating grantee/awardee performance and compliance; and conducting risk assessments and business reviews.

Grade 13:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of experience include implementing and managing Federal grants and cooperative agreements, and providing grants-related assistance and services, such as negotiating terms and conditions of grants/assistance awards to include costs, schedules, and oversight responsibilities; interpreting complex program requirements, conducting risk assessments and business reviews, identifying problem areas, and providing advice to grantees on program improvements; conducting on-site monitoring of grantees to ensure compliance with federal regulatory requirements and agency grants management policies for compliance with the JJDP Act.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:

Knowledge of the laws, regulations, rules, policies, and procedures, and methods governing assessment and administration of activities concerning the adherence by the States and Territories to the four core requirements of the Juvenile Justice and Delinquency Prevention Act of 1974, as amended (JJDP Act).

Demonstrated ability to plan, develop and execute work related to special projects associated with compliance and oversight related to the juvenile justice system, juvenile delinquency, or juvenile victimization.

Ability to gather, assemble, and analyze facts, draw conclusions, and devise solutions and recommendations to juvenile justice and problems.

Ability to apply methodologies and techniques to identify and resolve juvenile justice audit, compliance and technical assistance issues.

Ability to effectively present findings and recommendations through written products and oral presentation of information.
