Description Job Description: The Government Health and Safety Solutions Operation is seeking a Program Finance Analyst, Senior . Position can be located in either Baltimore/Frederick, MD; San Diego,CA or Atlanta, GA Will be responsible for the planning, tracking, analysis and reporting of programs under a division portfolio within the GH&SS Organization. Will work alongside of Program Management in the development and all aspects of financial accounting with regard to the AOP and financial forecasting. Will handle and manage internal projects from initiation through completion. Will be working with team in all aspects of EV, including the CPR submittal to customer. Uses formal processes and tools to manage resources, budgets, risks and changes. Manages projects to ensure on-time completion according to specifications and within budgeted costs. PRIMARY RESPONSIBILITIES: Will be a Senior Financial Controller on a program portfolio under the operation. Will participate in the planning, tracking, analysis, and reporting of the programs. Responsibilities include significant interface with the N3 manager, Program Managers, Contracts, FP&A, and other Support organizations. Implements financial policies and procedures in support of the program. Will be working with team in all aspects of program structure/deliverables. Establishes and maintains cost/schedule baselines, develops WBS and related dictionaries, develops schedules or Resource Loaded Networks (RLNs), budgets, and has a complete understanding of related financial policies. Understands schedule critical path and performs related analyses. Will assist in new business proposals providing input and cost volumes to management. Provides data and reporting formats for all types and levels of program financial reviews. Prepares written and verbal reports to management regarding cost schedule variances. REQUIRED QUALIFICATIONS: Bachelor's Degree in Business Administration or a related discipline plus 8 years related experience. Basic knowledge of multiple contract types: FFP, FPLOE, T&M, Cost Plus and hybrid contracts. Has the ability to complete difficult and complex assignments within the programs supporting. Analytical, communication and presentations skills needed as well as being able to operate independently. PREFERRED QUALIFICATIONS: Knowledge of Leidos financial systems; such as: Hyperion, OBI, Cognos, Fusion, Cobra, LPAS, and Cost Point.
