Responsibilities

This position is located in the Office of the National Coordinator for Health Information Technology (ONC) located within the Office of the Secretary of the U.S. Department of Health and Human Services (HHS). ONC ensures that public and private sector programs and initiatives related to the exchange of health information are complementary efforts executed in a coordinated manner. ONC is charged with formulating the Federal Government's health information technology (IT) strategy and leading and promoting effective policies, programs, and administrative efforts to advance progress on national goals for better and safer health care through a nationwide interoperable health IT infrastructure. ONC's mission, adopted from the Federal Health IT Strategic Plan 2015 - 2020, is to improve the health and well-being of individuals and communities through the use of technology and health information that is accessible when and where it matters most.

ABOUT THE POSITION
This position serves as the Executive Director, Office of Technology and reports to the Deputy National Coordinator for Health IT. In this capacity the incumbent serves as principal advisor to the National Coordinator for Health IT, Principal Deputy National Coordinator for Health IT, Deputy National Coordinator for Health IT, Deputy National Coordinator for Operations, and other executives and chiefs on all issues and activities associated with health information technology, standards, certification, strategic initiatives, and interoperability.

The incumbent functions as the principal advisor to the National Coordinator for Health IT and Deputy National Coordinator for Health IT on health information technology matters, which impact ONC policy, direction, and long-range program goals. The incumbent provides executive direction and control over ONC's technology portfolio, and leads one of ONC's two main program offices.

The incumbent fosters health information innovation, advises and provides leadership for programs and activities, which encourage development and adoption of health information technology standards, which are essential to healthcare powered by technology.

The incumbent provides executive leadership and managerial direction to professional, technical, and support personnel engaged in a variety of substantive activities related to the planning, development, execution, and coordination of health information technology, including the overall administration of the ONC Health IT Certification Program.

The incumbent evaluates ONC's overall technology efforts and activities and, as necessary, develops, establishes or recommends heath information standards, programs, pilot initiatives, and similarly framed investments to the National Coordinator for Health IT.

The incumbent meets and collaborates with high level external stakeholders with expertise on issues related to the assessment of new health information technology programs and on issues related to standards, certification, and technology based strategic initiatives. These collaborations focus on identifying, tracking and supporting innovations in health information technology and enable ONC to accomplish its mission and ensure all ONC activities are of the highest technical caliber. These collaborations also allow ONC to catalyze and lead the modernization of health information technology standards and foster innovative partnerships with other federal agencies and Departments.

Qualifications

Open to all groups of qualified individuals from the public, current employees within the Federal civil service, career SES and SES reinstatement eligibles. SES Candidate Development Program SESCDP graduates may also apply for noncompetitive consideration.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.


All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Mandatory Technical Qualifications (MTQs), listed below. Mandatory Technical Qualifications (MTQs):

This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following MTQs must be evident in your resume.
  • In-depth knowledge of the laws, regulations, executive orders, secretarial orders, and other relevant activities governing health informatics, health information privacy and security, and heath information technology. Ability to manage a budget of over $25 million, provide executive leadership to over 50 staff members, translate and interpret legislation and regulation into technical requirements, identify gaps in relevant standards necessary to meet those priorities, and develop long term technical investment strategies to support policy priorities.
  • Record of successfully providing leadership, direction, and coordination in program planning, policy analysis, standards development, development of implementation specifications, regulatory processes and evaluation for complex programs of national significance to federal agencies or other large organizations involved with health IT certification, health information standards, and interoperability on a national level. Extensive experience with multiple large complex technical programs at HHS, another Federal agency, or equivalent large corporate portfolio.
  • Ability to rapidly adapt and respond to changing health information technology advances, develop strategies for new health information technology and health information exchange initiatives, and devise and implement effective approaches and methods for resolving challenges.
  • Superior ability to express ideas, policies, and complex technical issues orally and in writing in a concise, convincing, and timely manner; present subject matter at national and international conferences; respond to requests from press and other news media; and express the views and opinions of senior executives.
  • Ability to resolve issues in areas where high levels of uncertainty exist and balance conflicting interests of national or international importance.

    IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

    Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

    Probationary Period:

    An individual's initial SES career appointment becomes final only after the individual successfully completes a one year probationary period.
