Responsibilities

The incumbent serves as the Management and Program Analyst and financial focal point for designated AJW-2 Program Office(s). Performs multiple, varying, and complex assignments under the minimal direction of a manager project/program manager, team leader, or more experienced professional.

Manages and tracks financial aspects for all budget appropriations, authorizations, obligations, and expenditures from all funding sources including Facilities and Equipment (F&E) and Operations. Responsible for requirements gathering, analysis, classification, prioritization, distribution, funds certification financial tracking, and reporting.

Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approaches or develop new approaches.

Identifies and resolves complex problems or issues that may span multiple projects or programs and may involve or affect more than one Directorate, Line of Business, or Service Unit. Works with management and/or more experienced professionals to solve problems.

Analyzes trends and developments in planning, programming, and budget execution in order to develop recommendations concerning the execution of a number of separate and substantive program account s. Requires extra flexibility and collaboration as part of a multi -functional virtual organization with staff nationwide.

Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Performs budget and planning integration support of efficient management and fiscally responsible business operations. Project s consolidated short and long-term needs; prepares budget justifications and financial plans; justifies resource requirements in order to meet cost performance goals. Identifies and analyzes the financial impacts of various projects, programs, and plans.

Conducts comparative financial analyses, financial modeling and forecasting, and other statistical qualitative studies to provide trends, projections, and recommendations. Establishes financial goals, timetables, milestones, and other criteria to measure program achievement

Qualifications

All applicants must demonstrate one year (52 weeks) of professional specialized experience equivalent to the next lower grade level (GS/FG-12 or FV-H to qualify for the FV-I pay band) in the Federal government. One year of specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or directly related to the work of the position to be filled. To be creditable, Specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization. SPECIALIZED experience for this position includes but is not limited to:

Experience gathering information for budget formulation activities and prioritization planning

Experience tracking and reporting on financial status and preparing reports utilizing various financial systems. (Such as REGIS, DELPHI, PRISM, PCPS or other financial systems to record and monitor the program's financial stat us).
