Summary

The incumbent will perform a mixture of routine, multiple and varying assignments under the limited direction of a manager or more experienced engineer. Acts as an individual contributor and/or member of a team. The incumbent will be responsible for conducting and/or leading technical projects and programs related to aviation exhaust emissions and fuel efficiency, and for preparing data-driven recommendations that form FAA policy.

Responsibilities

Applies experience and detailed knowledge of engineering principles, theories, and concepts applicable to his/her discipline to plan and accomplish assignments. In particular, the incumbent will manage research and development programs and projects that are related to, but not limited to, the measurement and characterization of aircraft engine exhaust emissions, the modeling of pollutant dispersion and transport in the atmosphere, the monitoring of air pollutants and source apportionment, the assessment of the overall environmental effects of aviation emissions on air quality and climate, and other relevant topics pertaining to the environmental performance of subsonic and supersonic transport aircraft.

The incumbent will utilize commercial analysis software, as well as the FAA's Aviation Environmental Tool Suite, in order to analyze the role of aviation emissions in air quality and climate change, health impacts, and subsequent mitigation options. The incumbent will also work to assess operational aircraft performance and engineering or certification data pertinent to aviation emissions. The incumbent will be required to prepare technical documentation for project development and technical studies. Demonstrates some independence in planning time and using assigned resources to accomplish assignment and small projects.

Performs project management and technical analysis tasks, as well as collaborating in team settings, coordinating with commercial aviation stakeholders in the public and private sectors, including academia. The incumbent will communicate technically complex information in a manner that is easy to understand by a diverse audience.

Contacts are primarily internal to the organizational unit, major subdivision, and LOB/SO, with some contact with contractors, customers, and external organizations. Contact is to share information, provide data and/or written analyses, and/or discuss the statuses of assignments.

Established policies/procedures provide guidance for most assignments, but allow some discretion to select the most appropriate approach. Typically receives guidance on selecting approach from a manager or more experienced engineer. May provide recommendations to improve work processes. Frequently refers difficult problems and work issues to a manager or more experienced engineer when guidelines are not available or applicable.

Work is reviewed periodically during assignments and at completion to ensure timeliness and technical compliance with the requirements of the project or other work activity. Work activities typically support the activities of the organizational unit and affects project/program objectives for the major subdivision and the LOB/SO. The work affects the safety and security of customers.

Qualifications

IN ADDITION TO MEETING THE BASIC EDUCATIONAL REQUIREMENTS BELOW:

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-G or FG/GS-5/7/9) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:
  • Experience in the analysis of aviation-related emissions, aircraft and engine performance, and aviation emissions trades in different modes of flight; AND
  • Experience in supporting research and development projects aimed at mitigating aircraft emissions or improving fuel efficiency.

    Basic Requirements:

    A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    OR

    B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

    2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

    3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

    4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
