Responsibilities

If you are selected as an Human Resources Specialist, your responsibilities would include, but would not be limited to:
  • Serving as an expert and advising hiring managers as to the best means for filing vacant positions, considering factors such as advantages of availability of well-qualified candidates and improvement of staffing patterns.
  • Performing complex position analysis, determining position requirements and areas of consideration, etc., and utilizing the most efficient techniques to fill vacancies and meet the personnel goals of the division. Locating, analyzing, and applying qualification standards. Preparing merit promotion evaluation plans.
  • Utilizing USA Staffing to prepare vacancy announcements and best qualified lists for positions in accordance with Delegating Examining procedures, Merit Promotion Plan Procedures, category ratings principles, CTAP & ICTAP requirements. Reviewing personnel actions for accuracy and completion.
  • Recommending policy and practices changes to strengthen and improve the staffing activities, strategies, and techniques.
  • Developing job analysis and questionnaires to document various competencies for positions being recruited.
  • Making use of multiple recruiting strategies including special appointment authorities, such as those for employees with disabilities, displaced employees, certain veterans, and direct hires to complete placements for the organization. Works with senior managers to develop contingency plans and alternatives to accommodate changes in missions, funding, manpower allowances, and technology.
  • Analyzing and classifying individual positions, explaining the standards, classification decisions, the impact of designated duties on classification, and complain and appeal procedures to employees, supervisors, and operating officials or managers.
  • Serving as the program coordinator for one or more individual program areas such as: Pathways, Veterans Employment, Workers' Compensation. Time and Leave Administration, Performance Management, Incentive Award Ceremonies and Special Award Programs, Reasonable Accommodation, Disability Recruitment and Placement, Medicals, New Employee Orientations, Special Training Initiatives, Data System Management, Office Property Management, Office Files Management, or Office Safety program activities.

Qualifications

To qualify for this position at the GS-13 grade level, you must have one year of specialized experience equivalent to the GS-12 grade level obtained in the public sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.)

Examples of specialized experience include such duties as serving as an expert and executing recruitment actions under Delegating Examining procedures, Merit Promotion Plan procedures, Pathways procedures, and CTAP and ICTAP requirements; independently preparing Job Opportunity Announcements using an automated system (USA Staffing, etc.,); developing job analysis, crediting plans, and questionnaires; conducting qualifications analysis of applicants and finalizing recruitment package documents; using multiple recruitment strategies and authorities to hire applicants with disabilities, veterans, direct hires, displaced employees, temporary appointments, etc.; providing advice and clarification of recruitment and placement policy and procedures to managers at various levels; reviewing, providing advice, and preparing justifications on various recruitment and pay incentives; providing advisory services for staffing and position classification; applying category rating principals; and coding personnel actions.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).

You may have to serve a probationary period.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Additional information

Interagency Career Transition Assistance Plan (ICTAP/CTAP) .
