Summary

This position is located in the Fraud Section of the Commercial Litigation Branch in the Civil Division of the Department of Justice. The office is looking for well-qualified analysts capable of analyzing, from a data perspective, civil cases involving healthcare matters.

Responsibilities

As a Data Analyst, you will be responsible for:
  • Conducting quantitative analysis of data relating to health care fraud and victimization patterns.
  • Assisting Civil Fraud attorneys, investigators, and management, as well as U.S. Attorney(s) Offices and agency partners, by providing information and quantitative analysis of data sets, sources, and files to support them in completing their projects and assignments.
  • Evaluating and assessing the quality, outcomes, and impacts of programs related to healthcare fraud and opioid abuse.
  • Providing input into statistical analysis, social science research methodologies, metric development, strategic programming, and information sharing/data interoperability.
  • Providing training sessions for the Fraud Section on how to conduct quantitative and qualitative analysis, using available data sources including Acumen and data sources shared by partner agencies.
  • Reviewing legal and healthcare research studies, data analysis, and program evaluations for methodological soundness and policy relevance.
  • Performing quantitative analysis to validate and reconcile databases with internal and external data sets

Qualifications

To be found fully qualified for this position, you must demonstrate, in the body of your resume, qualifying experience working with and analyzing Medicare and/or Medicaid patient-level data. If you fail to address this factor you will be determined NOT qualified for the position and will NOT receive further consideration.

In addition, candidates must possess one of the following basic requirements to receive consideration for this position:

1) A Bachelor's degree in behavioral or social science such as research and quantitative methods, anthropology, sociology, political science, public health (epidemiology, bio-statistics, health behavior, health systems), health administration, etc. or a related discipline, such as statistics. OR
2) Four years of related experience that demonstrates you have acquired knowledge of one or more of the behavioral sciences equivalent to a major in the field (at least 24 semester hours). This experience must demonstrate that you have the knowledge, skills, and abilities sufficient to perform the work in the occupation. OR
3
) A combination of education as described in 1 above and experience described in 2 above that provides the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine your experience as a percentage of the experience required for the grade level; finally, add the two percentages. (For example, divide your semester hours by 120 then divide your months of experience by 48; add the two percentages. The total must equal at least 100%.

In addition to the basic requirement, you must meet the minimum qualifications:

To qualify for the GS-12, you must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service that demonstrates your ability to design and employ algorithms to discover patterns in data sets; identify relevant data including internal and external data sources; and prepare documents and supporting information in compliance with applicable laws and regulations.

To qualify for the GS-13, you must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service that demonstrates your ability to provide judgment and advice on statistical, social science research methodologies, and policy development; and identify project goals to meet policy and planning needs and requirements.
