Responsibilities

The Nomenclature Analyst (NA) serves as the office expert on international and domestic nomenclature and/or trade agreement matters involving machinery, electrical and IT equipment, motor vehicles, and parts and other products. The NA maintains assigned chapters of the Harmonized Tariff Schedule (HTS) to ensure tariff information is accurate and readily available for reference by the public, traders and policy makers. For each publication of HTS updated information, the NA ensures all required changes are included and accurately reflected in the appropriate records. The NA analyzes petitions requesting temporary tariff suspensions or reductions and prepares draft recommendations, in coordination with other offices in the Commission, in order to facilitate the preparation of preliminary and final reports to the Congress on miscellaneous tariff bills.

The NA reviews, analyzes and recommends proposals for the creation, revision and modification of U.S. and international commodity classification and nomenclature systems involving machinery, electrical and IT equipment, motor vehicles and parts and other products, and identifies issues with the relationship between the domestic systems and principal international commodity classification systems such as the Standard International Trade Classification (SITC). The NA provides nomenclature expertise to Commission personnel in the preparation and review of commodity-oriented trade digests, industry and trade summaries and sector analyses and assists in investigations. The NA analyzes petitions requesting temporary tariff suspensions or reductions and prepares draft recommendations, in coordination with other offices in the Commission, in order to facilitate the preparation of preliminary and final reports to the Congress on miscellaneous tariff bills.

GS-13: Minimum qualifications for this postilion require at least one year of specialized experience equivalent to the GS-12 level obtained in the public or private sector which demonstrates: knowledge of trade policies and practices as they relate to investigations; knowledge of national and international product nomenclature systems for tariff, trade, and statistical recommendations; and recommending improvements in regards to trade practices and serving as a lead analyst on trade matters.

GS-14: Minimum qualifications for this postilion require at least one year of specialized experience equivalent to the GS-13 level obtained in the public or private sector which demonstrates: knowledge of trade policies and practices as they relate to investigations; knowledge of national and international product nomenclature systems for tariff, trade, and statistical recommendations; experience in development of nomenclature for the international Harmonize System and recommending improvements in and serving as a senior analyst on tariff matters.

Education

While there is no education requirement for this, position per se, the ideal and most successful candidate should possess a professional body of knowledge related to this position. This would typically be obtained by possession of a Bachelor's degree, Masters degree or higher in the fields of chemistry, chemical engineering, industrial management, international trade/relations or other fields directly related to the requirements of the position.
