Summary

This career reserved position in the Senior Executive Service (SES) serves as the Deputy Director of the Federal Insurance Office. The duties and responsibilities of the Office and the Director are established in the Dodd-Frank Wall Street Reform and Consumer Protection Act, P.L. 111-203, which amended Title 31 of the U.S. Code (herein referenced as "the Act").

Responsibilities

The Deputy Director reports to the Director (SES), and assists the Director in the efficient administrative management of the FIO. The incumbent:

Assists the Director, in advising senior Treasury officials on a wide range of economic, financial, policy, and technical analysis relating to the issues described in the Introduction.

Works with the Director to manage the administrative processes of the FIO with both domestic and international initiatives, such as coordinating responses among the FIO staff to various project deliverables.

Acts as Director in the absence or unavailability of that official, discharging all of the authorities of the Director.

Plans, formulates, conducts, evaluates, and carries out a wide range of economic and technical research relating to those duties and responsibilities.

Works closely with the Director and the FIO to develop, produce, and prepare research, policy statements, briefing materials, congressional testimonies, congressional reports, periodic status reports covering ongoing issues covered by the FIO, official correspondence, and other official pronouncements for the Secretary, the Under Secretary, the Assistant Secretary, the Deputy Assistant Secretary, and other senior Treasury officials.

Assist the Director in coordinating research of considerable magnitude on insurance-related issues covered by the FIO.

Provides authoritative data, information, and advice to the Director, the Deputy Assistant Secretary, and other senior Treasury officials, as requested, on all matters pertaining to the insurance industry and the Act.

Tracks insurance industry developments to assess the current state and outlook for different sectors of the insurance industry (e.g., property and casualty, life, reinsurance).

Monitors developments in the insurance industry consistent with the mission of the FIO, as set out in the Act.

Works with the Director in drafting briefing materials, issue papers, memoranda, reports, studies, and responses to public inquiries as well as speeches and testimony to be given by the Secretary and other senior officials pertaining to the program areas. Assist the Director in coordinating and cooperating with other Treasury offices to develop policies, proposals, reports, briefings, and other assignments. As appropriate, coordinates administrative matters for the FIO.

Assist the Director in ensuring that the FIO meets all deadlines and adapts to changing priorities and unexpected new work demands.

Along with the Director, promotes the career development of each member of the staff. Provides both administrative and substantive direction, guidance, and encouragement to the staff, and works with the Director in formulating performance expectations and plans for each staff member.

Attends departmental, interdepartmental, congressional, and private-sector meetings and conferences on behalf of the Director and in fulfillment of the incumbent's responsibilities.

Assist the Director with managing legislative review within the FIO, including the FIO's involvement in internal Treasury clearance processes for congressional testimony and reports, correspondence, and other formal work products prepared by the FIO, by other offices in Treasury, and other Executive branch agencies.

Assist the Director in providing authoritative data and information for the preparation of budget estimates and in the clearance of Administration positions, including with regard to aspects of the Terrorism Risk Insurance Program.

Assist the Director in identifying critical policy issues in the program areas, and advise senior Treasury officials on a wide range of policy, economic, and financial matters relating to the issues for which the FIO is responsible.

Assist the Director in directing comprehensive reviews and identifying and developing legislative and regulatory options and proposals affecting financial institutions and their regulators.

Facilitate in the development of arguments for and against, advantages and disadvantages, risks and benefits, or strengths and weaknesses associated with policy options and legislative and regulatory proposals under consideration.

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates are strongly encouraged to address each Executive Core Qualifications (ECQ's) and Mandatory Technical Qualifications (MTQ's) separately. Candidates who choose not to address both the ECQ's and MTQ's separately will not be disqualified; but must ensure their resume addresses each sufficient for evaluation. Your responses and/or resume must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing the business operations of a large organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES) and are in addition to the specific mandatory technical qualifications listed below. ECQ 1 - Leading Change - The ability to bring about strategic change, both within and outside the organization to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - Leading People - The ability to lead people toward meeting the organization's vision, mission and goals. ECQ 3 - Results Driven - The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility.

ECQ 4 - Business Acumen - The ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management.

ECQ 5 - Building Coalitions - The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: Partnering, political savvy, influencing/negotiating.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. Your response must be limited to two pages for each MTQ.

MTQ 1- Expert knowledge of business, legislative, and regulatory matters affecting all aspects of the insurance industry, including economic, financial, or legal concepts associated with insurance companies, reinsurance companies, and insurance markets.

MTQ 2- Extensive knowledge and understanding of prudential aspects of international insurance matters and experience developing, advising on, and negotiating certain written bilateral or multilateral agreements or international standards relating to prudential insurance measures, or with respect to the business of insurance or reinsurance.

MTQ 3 - Extensive knowledge and understanding of the laws, regulations, and supervisory practices relating to insurers and other important aspects of the insurance industry-such as safety and soundness, business conduct, consumer protection, systemic risk, financial solvency, and financial stabilization.

MTQ 4- Broad range of experience in analyzing, monitoring, and drafting reports or memoranda on policy issues related to the insurance industry, including analysis of emerging market issues domestically and internationally.

MTQ 5 - Experience providing leadership and direction to a team while executing day-to-day activities and operations in an institutional setting. Familiarity with institutional approaches and processes to managing staff, including performance management, coaching, and counseling. Demonstrated experience articulating long-term strategic goals or vision; building the organizational framework to achieve mission, including initiating organizational change; and spotting and exploiting opportunities to move individuals, teams, or organizations toward the vision. Experience managing group processes; adapting one's leadership style to various situations; managing and resolving conflicts, confrontations, and disagreements in a positive and constructive manner to minimize negative personal impact; encouraging and facilitating cooperation, pride, trust, and group identity; and fostering commitment and team spirit.
