This National Guard position is for a Health Systems Specialist (Title 32), Position Description Number D1171000 and is part of the VA G1, National Guard.

Responsibilities

As a Health Systems Specialist (Title 32), GS-0671-12, you will perform the below duties:

(1) Oversees and manages the medical readiness program of the state, which includes planning, coordinating, and providing guidance to all medical resources within the state.

(2) Develops, plans, coordinates, and institutes medical policies to implement higher-level directives and federal law to provide optimum guidance and support to subordinate organizations.

(3) Represents the State Surgeon as the principal full-time medical advisor to The Adjutant General, Component Commanders, the Chief of Staff, and other directorate level staff elements, and as a liaison with all State, NGB, and Federal organizations concerning medical matters. Serves as liaison between Occupational Health and the State Surgeon.

(4) Manages all resources budgeted to the state for medical programs. Prepares annual budget for the state medical readiness program to include funding at state, NGB, and DA sources. Conducts staff conferences to determine budget impacts caused by increased costs, changes in programs and policies, readiness requirements, and new program requirements. Executes the budget approved medical readiness and approves all changes which may need to be made due to unforeseen problems. Participates as a member of the PBAC. Ensures that training requirements for medical personnel are met.

(5) Supervises Preventive Medicine Section personnel. The majority of the subordinate positions are support positions in one-grade interval occupational series. The supervisory responsibilities comprise less than 25% of the incumbent's time. Plans work to be accomplished by subordinates. Sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of subordinates. Develops performance standards and evaluates work performance. Gives advice, counsel, or instruction to subordinates both work and administrative matters. Interviews candidates for positions and recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from subordinates, referring group grievances and more serious complaints to a higher level supervisor. Effects minor disciplinary measures. Identifies training needs.

WHO CAN APPLY:
GROUP I -All qualified Male/Female Enlisted Personnel (O-4/MAJ - O-5/LTC) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Personnel (O-4/MAJ - O-5/LTC), regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
GROUP III - Individuals eligible for membership in the Virginia Army National Guard.

Military Grades: Traditional Officers (O-4/MAJ - O-5/LTC)

GENERAL EXPERIENCE : Applicant must have at least one year on the job experience which provided the applicant with specialized knowledge of the basic principles and practices related to the management of health care delivery systems as well as military or civilian working knowledge in health services management; hospital administration and practice; contractual and accounting fundamentals; quality management; human resource management; and bio metrics.

SPECIALIZED EXPERIENCE : Applicant must have at least 12 months of specialized experience, education, and training equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
  • Experience which resulted in competent skills and knowledge of the principles and practices related to the management of health care delivery systems.
  • Experiences in analyzing and recommending solutions to complicated problems related to health systems.
  • Experiences including a thorough and distinctive knowledge of health care delivery systems in regard to missions, organizations, programs, and requirements.
  • Experience which provided you with expert organizational skills; expert leadership competencies; articulate oral skills; exceptional writing skills; and endorsed experiences in briefing senior leaders on related subjects.


  • Education

    An Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management. Other completed degrees in Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research or other closely-related degree fields.
    OR
    A Graduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or other business-related equivalent.
