Summary

This position is located in the Headquarters Office of the Consumer Product Safety Commission, Office of Financial Management, Planning & Evaluation, Division of Procurement Services, in Bethesda, MD. The division is responsible for the solicitation, negotiation, evaluation, and award of contracts. Requirements include commercial item procurements up to $5 million, and open market and Federal Supply Schedule negotiated procurements covering a broad range of procurement methodologies.

Responsibilities

This is a position of extreme responsibility. It requires the ability to both perform without oversight and to provide oversight for the contracting work of others. This position requires independent chair of critical meetings, identification and resolution of contracting issues, and guidance to contract specialist. Work is produced autonomously, and must be legally acceptable and of high quality. This individual must write complex award memoranda and proposal evaluations that are often unique and without prerequisite examples.

The individual will function as a contracting officer in the Division Of Procurement Services at the Headquarters Office of the Consumer Product Safety Commission (CPSC). They will be responsible for senior contract specialist functions including preparation of solicitations, negotiation, and award of complex contracts and agreements. In addition, they shall review complex, high dollar contracts. As a contracting officer, they shall oversee the work of other contract specialists for award and administration of contracts. They will be responsible for training specialists, providing sample revisions, and incorporating FAR revisions into the program for headquarters personnel. They will meet with CPSC managers and project officers to identify acquisition processes and will provide guidance on optimal procurement approaches and contract types to solve agency requirements. This position requires expert Procurement knowledge, experience and the ability to perform analysis and solution of contracting matters, and the ability to handle a diverse workload with quick turn-around time.

Depending on your status, this position may require serving a 1-year probationary period.

Qualifications

All applicants must have at least 4-years experience in contracting or related positions. At least 52 weeks of specialized experience (listed below) at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Qualifying specialized experience must demonstrate the following:

1) Expert knowledge of Federal Acquisitions Regulations; 2) Extensive Pre award and Post award experience in awarding and administering complex, high dollar contracts; and 3) Experience as a contracting officer performing review and oversight of contract specialist.

Education

Applicants must possess the following mandatory education requirements:

A) A bachelor's degree with a major in any field; OR

B) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.
