We are currently seeking a motivated, career and customer service oriented Information Technology Program Manager to join our team in Arlington, VA to begin an exciting and challenging career with Unisys Federal Systems.Essential Job Functions: * Manage large Program Management Office with responsibilities for technology implementation, software application implementation and engineering oversight of 3rd party vendors providing nationwide service to design, install and maintain technology components to a large nationwide enterprise or government level facilities. * Utilizes excellent written and oral communication skills to work closely with executive Federal leadership, contractor and vendor technical staff to identify best solutions for the organization. * Comfortable working independently and hands-on to prototype and evaluating custom and third party solutions for fit within the organization. * Uses strong project management skills and delivery methodologies to lead the delivery of medium to large sized programs within planned timelines, budget, margins and quality specifications. * Profitably manages the delivery of a large number and broad range of a large program comprised of multiple projects through the full life cycle. Consistently and independently delivering high value, 'client ready' work. * Act as the primary single point of contact for all Government stakeholder management, communication and escalation requirements.* Directs multiple project work teams with delivery, architecture and sales staff. Directs development and integration of project deliverables. Sets objectives and priorities, assigns and reviews tasks, performance and staffing requirements. * Uses appropriate methodologies (such as risk mitigation/management, change/control management and contract management) to manage a major program and a group of projects. * Proactively reports project risk and deliverable issues to superiors for assistance as soon as possible. * Establishes and manages the project plan (development, delivery schedule, resource requirements, 3rd parties, cost budget methodology, tools, standards and quality). * Applies business process redesign and/or information planning methodologies to client business problems. Combines knowledge of business process redesign and/or information planning methodologies with a deep knowledge of their domain and/or solution to sell, design and deliver a full range of solutions* Advises on high-level, complex solution development, architecture and management processes from concept ideation through development, launch and maintenance. * Interfaces with development, delivery teams and executive management to develop and grow solutions and portfolios of solutions and offerings and to increase productivity and profits.* Promotes use of strategic solutions and offerings by the business development community and provides guidance to sales/proposal teams during the launch phase of the life cycle. Participates in solution selling activities to ensure that marketing plans are in alignment with and satisfy business requirements. * Leads customer and opportunity-specific technical solution architecture efforts. Creates written and graphical content to support client and business stakeholders. * Leads research initiatives of existing business environment including technology trends, best practices and organization preferred architectural frameworks to ensure organization's services match business trends. *Suggests appropriate upgrades or relevant solutions to enhance organization's competency in meeting changing business needs. * Interfaces and leads discussions across cross-functional teams, engaging executive management to ensure consistency in solution development and implementation. * Defines complex solutions which align with and support client requirements, needs and enterprise environment. Mentors and leads project teams in the appropriate use of strategic solutions and offerings. * Identifies and evaluates business requirements; evaluates concepts and models such as market timing, knowledge of industry and trends. Reviews and approves decisions prior to implementation to ensure adherence to business strategies. * Leads performance reviews and scalability assessment activities. * Prepares vision and strategy work products, technology and product analysis, white papers, and responses to queries on strategy and product related topics.Technical Experience (IT Operational Services management and delivery):* Demonstrable leadership experience to independently manage complex programs is required.* Performs supervision and direction to ensure quality deliverables while managing investments, costs, scheduling, technical capabilities, strategy alignment, and resources. * Responsible for the quality and efficiency of multiple Task Orders and work assignments involving large IT oriented staffs. Collaborates with Government Chief Information Officer and Senior IT Staff, and performs work independently to ensure that Government organizational goals, program goals, IT performance objectives and service level objectives are met. * Proven record of managing large direct and matrix organizations with responsibility for making decisions for response to Government issues, concerns, or problems. Must be proactive in alerting the Government to potential contractual or programmatic issues including situations that may comprise the Contractor's ability to provide services. * Manage professional information technology and related services to support the customer with IT project quality control oversight, technical requirements gathering and development, technology solution design consultation and engineering services needed to assist in the development of solutions targeting evolving physical ITSM technologies. * Manage processes associated with on-site installation, delivery and quality assurance for wide variety of ITSM related projects involving a nationwide user base.* Provide Business and Customer support for IT operations lifecycle communications, knowledge management, and training on delivered services; and advise Customers on emerging technology options.* Manage Schedules and Engineers who develop designs for Information Technology architectures by successfully emulating, adapting and replicating current design rules and guidance. Validate design and redesigns of existing technology approaches to identify necessary improvements and technological advancements. Edit plans and design to ensure consistency and operational applicability of solutions.* Provide assessments of technical requirements provided by customer representatives including any standardized design and/or engineering criteria expected for the design. * Conduct market research to assist the Government in the preparation of the Independent Government Cost Estimate (IGCE) for technology procurement and design packages.* Experience developing and delivering Federal Government IDIQ based task order bids, solutions and projects.*Manage staff and schedules to provide technical assessments of completed tasks, project progress and desired outcomes in accordance with project plans and schedules. * Test-driven, and Behavior-driven Development (TDD / BDD) * Manage teams of contract support personnel at multiple locations. * Maintains and manages the client interface at the senior levels of the client organization * Meets with customer and contractor personnel to formulate and review task plans and deliverable items.*Ensures strict conformance to/with program task schedules and prices Requirements Basic Qualifications: Bachelor's degree in business administration, computer science, information technology or related field10 - 15 years managing design and build out experience with IT Operational programs and projects for government agencies or large enterprise applications on a national scale10 years of recent experience managing full scope IT Operational programs with a complexity of a minimum of 8000 end users with no less than three (3) years of recent experience in managing multiple, cross-functional teams or projects consisting managing organizations of no less than 100 personnel with responsibility for advising senior level management and key stakeholders.Certified Project or Program Manager (PMP, PgMP) from PMI.ITIL V3 Level 1 Certification.Six Sigma Green Belt or higher or an equivalent certification Have technical level of experience to oversee development of end user requirements and must provide technical/management leadership on major tasks or technology assignments, and must establish goals and plans that meet project objectives.Prior experience working with Incentive Determination Plan (IDP) and or Incentive-Award-Fee (IAF) basis project procedures for evaluating and monitoring performance of services against a Performance Work Statement (PWS) or Task Order (TO) definition.
