Soft Tech Consulting is seeking a highly motivated, self-directed individual to fill the role of a Financial Analyst. The selected individual will create/maintain a collection of various computer services and their associated rates. NIH will use the collection of services to sell to their clients (referred to as Fee for Service (FFS)). The chosen candidate will also be in a position to foster a strong relationship with the client. IT infrastructure knowledge and estimation experience will be highly beneficial this position. TO OBTAIN A CLEARANCE NEEDED FOR THE POSITION Responsibilities Provide financial analysis and budget formulation. Assist in developing cost models for services, including research and development for a federal client. Provide financial support for the NIH computer services projects (consists of support services that NIH sells to their clients for a fee). Research, analyze, distill and present budget information gathered by the agency s sources. Analyze and evaluate the effects of program plans and budget issues through the use of cost-benefit analysis methods. Identify differences between current spending and the projected estimate. Provide expertise in the formulation of scope and objectives relative to the business plan and requirements. Collate input from staff members to produce clear, concise and impactful data. Enter budgetary data into a variety of forms, schedules, and reports and prepare a variety of reports including the status of funds and both current and projected obligations. Gather data from service areas, and compile and analyze the data for IT-related data calls, surveys and other initiatives; proactively formulate statistical reports and findings for management. Advise managers of the most advantageous courses of action; monitor expenditures in relation to planned levels. Help manage contracts including tracking costs, deliverables and invoices. Compile and coordinate the presentation materials for assigned areas of the budget. Prepare reports of analysis, making recommendations for remedial action. Collaborate with service areas to provide high level and/or detailed analysis (written and statistical) of operational results and reports as needed. Execute the actions necessary to resolve project problems/issues and report on mitigating steps and actions taken to ensure timely deliverables, project success and quality. Provide analytical assistance on various projects, as necessary. Serve as liaison between the business units, technology teams and support teams. Document minutes and action items from meetings and ensure action items are followed through. Qualifications Bachelor s Degree required. Prefer degree in English, Accounting, Business, Engineering, Computer Science, or Marketing, but other degrees will be considered if most other requirements are met. Minimum 4 years of relevant financial work experience. Minimum 2 years of federal financial experience is required. Strong financial analytical management skills required, including a thorough understanding of how to interpret business needs; cost benefit analysis; cost models; budget development, analysis, research and distilling; current spending vs projected estimate; and formulation of statistical reports and findings. Strong working knowledge of Microsoft Excel including pivot tables, macros and advanced formulas. Advanced knowledge in requirements gathering, documentation, and statistical analytics. Understanding of financial and staffing resources to come up with practical solutions. Strong analytical skills required, including a thorough understanding of how to interpret business needs and translate them into operational requirements and concepts. General understanding of IT infrastructure technology and concepts and IT environments desired. Understanding of Fee-for-service (FFS) payment is desired. Solid documentation skills, with attention given to detail and accuracy. Excellent verbal and communication skills with the demonstrative ability to interact professionally with all levels within the organization, including preparing and delivering written and graphical presentations to senior management. Self-motivated, enthusiastic, creative, analytical problem-solving leader who is able to work with minimal supervision and possess excellent interpersonal and communication skills, as well as superior time management abilities.
