Responsibilities

ADDITIONAL INFORMATION: The Source Directorate serves the information needs of the intelligence, defense, and foreign policy communities and provides leadership on substantive issues, operations, tradecraft development, analytical tools and techniques to its partners and GEOINT customers worldwide. Open Source Research Analysts assist in defining customer strategy and work to align customer experience, design customer relationships and interact with the customer throughout the lifecycle of the project. They also function as Data. Stewards to integrate all aspects of their respective supply chain to include new data, integration of sources, and defining gaps to support future capabilities. Open Source Research Analysts must be a high-performing, self-motivated, service-oriented person with knowledge, skills and the necessary experience to allow them to effectively collect impactful geospatial open source in support of mission requirements. Open Source Research Analysts create and execute effective research plans and collaborate closely with customers to ensure open source collection requirements are met in an accurate and timely fashion. Other duties include: advising customers and management on collection issues, recommending options to improve collection, participating in current and future systems architecture development and new tools evaluation. The individual will be required to participate and present at internal and external working groups and attend meetings and conferences involving the open source community.

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Demonstrated experience with copyright laws. 2. Experience with Integrated Library Systems. 3. Experience with metadata standards and schema. EDUCATION REQUIREMENT: A. Education: A Master of Science in Library Science, Library and Information Science, Information Science and Learning Technologies, or a similar program from an accredited university. -OR- B. Education: Bachelor's degree in Cartography, Cultural Area Studies, Earth Sciences, Engineering, Environmental Science, Foreign Language, Geodesy, Geography, Geographic Information Systems, History, Hydrography, Hydrology, Imagery Science, International Affairs/Studies, Oceanography, Photogrammetry, Physical Science, Remote Sensing, or a related discipline. -OR- C. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option B plus experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, 30 semester (45 quarter) hours of college education is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- D. Experience: Six years of significant applied experience in information retrieval that includes methods of research and analysis, the use of current GIS tools, or work related to the fields listed in B above. PHYSICAL REQUIREMENT: Near visual acuity of 20/40 or better with or without corrective lenses; Far visual acuity of 20/60 or better binocular with or without corrective lenses.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Experience with bibliographic instruction and cataloging. 2. Experience with collection development. 3. Experience with book, serial and map publishers. 4. Understanding of and experience with metadata integrity, reference services, OCLC and interlibrary loan. 5. Experience with Scholarly and Scientific Databases, Library Information Systems Architecture, Intelligence Library, Dept of Defense Library. 6. Experience with Large Map Libraries.
