These positions my be filled in either Parkersburg, WV or Washington, DC.

Bureau of the Fiscal Service Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.

Responsibilities

The position serves as a Management Analyst (Performance Analyst) in the Financial Management Division. The incumbent supports the executive level strategic planning, organizational performance management, and program evaluation services that support efficient and effective mission operations and organizational alignment.

The following are the duties of this position at the GS-13. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.

- Participate in setting objectives with senior managers to meet short and long term planning/budget needs of the Bureau and assist in establishment of activity schedules to meet planned objectives.

- Provide expert analysis and evaluations to management that encompass programmatic milestones, schedules, and budgetary resource planning and execution required for effective management, operations, and decision making in support of a project/program or functional area.

- Analyze a variety of reports and information to prepare a Fiscal Service Strategic Plan, Performance Reporting, and budget submission for all substantive programs and supporting administrative activities of the organization and components of the Bureau.

- Serve as the organizational expert in reviewing and interpreting new and established directives, instructions, and regulations to determine their impact on complex or new programs.

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:
  • Successful completion of at least 1-year of continuous service;
  • Completion of at least 40 hours of interactive training;
  • Demonstration of successful job performance; and
  • Meet the qualification standards for the position to which the Recent Graduate may be converted.

Qualifications

You must meet the following requirements by the closing date of this announcement.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. (However, you must graduate prior to being appointed to the position.) For more information on education requirements go to Treasury's Pathways Program.

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

To qualify for the grade 09 level, you must meet the following requirements:

A. Education- In the Recent Graduates Program you may qualify based solely on education as follows: Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.

OR

B. Experience: For the GS-09 you may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes assisting with office administration and working with analysts/supervisors to analyze program issues and recommend improvements.

Examples of such experience could include:
- Utilizing computer applications for business to research, analyze, and communicate information in the appropriate format.; OR
- Experience problem solving issues related to business programs; OR
- Assisting with or managing projects or assignments in order to implement or enhance procedures or processes; OR
- Collecting, analyzing, and summarizing data and information into reports using data visualization software; OR
- Experience in program analysis, studies and research techniques; OR
- Developing findings and recommendations based upon analysis and work observations.

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. CONDITIONS OF EMPLOYMENT:
