Responsibilities

As a Supervisory Auditor you will be responsible for the following duties:
  • Act as DCSA IG point of contact for audit requests or inquiries from Support and Mission area directors. Brief, inform and convince officials to gain acceptance and approval on the audit program and methodology/procedures used. Identifies needs and markets services.
  • Supervise, plan, organize audits and provide direction and technical/professional guidance to audit teams.
  • Write draft and final reports including memos and support forms that make up final package. Review and revise draft and final reports when overseeing the work of subordinates. Prepare significant action reports, executive digests and reports of material weaknesses for the DCSA leadership and staff.
  • Review audit results for completeness and accuracy. Provide periodic briefings of audit results to DCSA leadership. Prepare memorandums for the DCSA senior leadership and staff to inform them of in-process briefings and tentative audit results.
  • Make presentations at agency-wide meetings and conferences, as well as meetings of external professional organizations.

Qualifications

In accordance with the Individual Occupational Requirements for this series, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/auditing-series-0511/ , to qualify for this position you must possess one of the following basic requirement by 10/21/2019:

(A) Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

(B) Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Qualifying experience may have been acquired in any public or private sector job, and will typically be demonstrated by working at, or immediately below the level of the job being advertised, for a year or more. The previous work experience must clearly demonstrate the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position.

    Specialized experience required for this position is : Highly skilled in all aspects of audit proposals and performing a variety of IG audits. Technical supervisor overseeing work of subordinates. Reviews audit results for completeness and accuracy. Reviews and approves finding outlines. Reviews draft findings of audit teams and revises as necessary to ensure that conditions, causes, effects and recommendations are properly presented and supported.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
