Summary

About the Position:
Serve as a public affairs specialist on the Meet Your Army team in Outreach Division, Office of the Chief of Public Affairs (OCPA).

Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums.

Responsibilities

  • Manage Meet Your Army, a headquarters-driven outreach initiative that seeks to bridge the gap between the Army and communities where the Army has little to no presence, on behalf of OCPA.
  • Coordinate with lead agency/organization and other supporting Army assets to develop the itinerary for Meet Your Army weeks.
  • Oversee the planning, execution, and assessment of Meet Your Army engagements in priority communities throughout the United States, and support the planning of engagements with Army field units in their areas of operation.
  • Provide recommendations to the supervisor and OCPA on best locations to commit resources that will have the best effect in relation to PA outreach.
  • Lead study groups and/or steering committees to identify and implement recommendations to improve overall functions, operations, and performance.
  • Assess alternative approaches to resolving issues and apply mastery knowledge of a wide range of analytical and PA methods to assess and evaluate the status, effectiveness, and efficiency of outreach efforts.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-13: Specialized Experience: One year of specialized experience which includes:providing input on policy and program development as it relates to the agency; assisting with the preparation of trip books, speeches and conducting briefings as necessary; analyzing and evaluating program needs to achieve program goals; and providing recommendations from a wide array of conflicting and divergent input from the agency.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

GS-14: Specialized Experience: One year of specialized experience which includes: planning engagements with media and key influencers; analyzing information and/or data to determine the effectiveness of agencies efforts; engaging key internal and external organizations on behalf of the agency to ensure continuity; researching federal laws and regulations, policies, and procedures to advise on intent of concepts and principles to situations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12/13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
