This position is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA OC/Operations Directorate.

This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.

Responsibilities

  • Serving as a consultant for developing standard methods and procedures by developing new/improved concepts, principles, and techniques.
  • Adapting and applying advanced computer networking methods and techniques to solve complex communications processing requirements to provide reliable and cost effective networks supporting changing customer requirements.
  • Leading technical discussions on communication systems and networks and preparing written reports or presentations reflecting results of studies or surveys.
  • Performing various engineering functions for Optical Transport Network (OTN), Synchronous Optical Networks (SONET), Synchronous Digital Hierarchy (SDH), communications and end-to-end information dissemination using emerging technologies.
  • Performing difficult and independent assignments in the modeling, analysis, design, engineering, integration, performance monitoring, performance assessment, and upgrading of existing and future networks.
  • Performing systems life-cycle activities required to turn a set of requirements into a capability.
  • Leads technical discussions on communication systems and networks, and prepares written reports or presentations reflecting results of studies or surveys.

Qualifications

Basic Requirements:

For the 854 and 855 Professional Engineering Series:
Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Specified academic courses

For the 1550 Computer Science Series:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Qualifying Experience:
For the GG-14 position, you must have applicable experience that demonstrates the competencies necessary for immediate success in the position. Experience may have been acquired in any Federal, Military, or Private sector but clearly demonstrates past experience to successfully perform the duties of this position. Qualifying experience would be demonstrated by: performing modeling and simulation (M&S) analyses supporting the engineering, design, and capacity planning of Optical Transport Network (OTN) and Synchronous Optical Networks (SONET) networks.
