Summary

This position is located in USDA- Office of the Chief Financial Officer, Associate Chief Financial Officer for Financial Policy and Planning, Fiscal Policy Division, Washington, DC.

The Fiscal Policy Division is responsible for providing leadership and guidance to programs associated with the implementation and coordination of travel management, credit, cash and debt management.

Responsibilities

  • Plans and develops revised procedures, instructions and guidelines that result in the improvement of travel debt and financial management.
  • Prepares reports and study findings that include recommendations to improve the efficiency, effectiveness and productivity of assigned policy areas of responsibility.
  • Participates in projects, special analyses, and studies with GAO, Treasury, GSA and other agencies on matter related to assigned responsibilities.
  • Develops automated processes for accomplishing the functions of the office.
  • Prepares drafts, for review and approval to implement departmental programs, objectives, policies, and standards.
  • Recommends approaches to resolving issues by identifying alternatives to be considered, subject to the review of a higher graded employee.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in Grade: GS-11: Must have held a GS-09 position or equivalent for at least one year.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Specialized Experience: GS-11

One year of specialized experience, equivalent to the GS-09 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as a Management Analyst. Examples of such experience include: Utilizing knowledge of the Federal Statutes and Government-wide policies, processes, procedures in making decisions affecting areas of responsibility, such as financial and travel management; utilizing analytical and evaluative methods techniques in order to plan, conduct and coordinate studies, analyses, and surveys related policy program areas; assists in preparing oral and written reports with graphs and charts; and collects, reviews and analyzes statistical information from data obtained through reports, files, and meetings.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-11- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to
such a degree or LL.M. if related.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicants total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
