Responsibilities

  • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.
  • Understand and interpret written material to include technical materials, rules, regulations, instructions, reports, charts, graphs, or tables and apply what is learned from written material to specific situations.
  • Analyze scope, methods, and resource requirements for large-scale projects.
  • Perform qualitative and quantitative analysis of initiatives through the use of analytical tools and methodologies to provide solutions to broad problems.
  • Plan, conduct, or participate in special studies or task forces to provide expert assistance to headquarters and field offices.
  • Determines the applicability and effect of new or proposed legislation, executive orders and DHS directives and other department decisions on requirements as they pertain to Information Management
  • Assists policy makers in developing, evaluating, analyzing and interpreting policies to resolve complex problems enterprise wide that have national and international impact.

Time-in-Grade: Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59pm (Eastern Time) on the closing date of this announcement 10/16/2019.

Probationary Period: You may be required to serve a probationary period of 1 year.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Qualifications

Relocation expenses are authorized if you are a USCIS employee assigned to the Refugee, Asylum and International Operations program and have been approved for rotation from an overseas assignment. Relocation expenses for USCIS employees assigned to an OCONUS location will be considered on a case-by-case basis.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Collaborating with operational, technical, or policy teams to develop and implement agency directives, policies and regulations;
  • Providing recommendations through oral and written communication on agency projects and programs;
  • Assisting in the development of solutions to increase the efficiency of records management within a program.
GS-13: In addition to the requirements at the lower grade level, you qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Conducting studies of major department-wide information and records management operations;
  • Leading teams and task force efforts to identify issues and create process improvement plans for a program;
  • Serving as program manager who leads in the analysis agency wide information management initiatives and briefs leadership on recommendations and plans of action.
