You will serve as the IT Program Manager in the N1 Personnel Development & Allocation Directorate, Fleet Forces Command, Norfolk, VA.

Responsibilities

  • You will create information management policy and programmatic development and analyses to support Knowledge Management (KM).
  • You will serve as the USFF N1 representative for Navy enterprise personnel services initiatives, working groups and process teams.
  • You will develop and establish standards and policies for conducting extensive testing and debugging of a multitude of IT programs.
  • You will be responsible for the direct technical supervision, direction and training of the software engineering staff.
  • You will serve as the Contracting Officer Representative (COR) for Information Technology (IT) Support Services Contracts.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position and must obtain/maintain the credentials as described in SECNAV M-5239.2 for specialty area Program Manager, level Expert/Advanced/Master within 6 months of appointment.
  • This position requires evening and weekend work.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Developing plans and strategies to modify the IT infrastructure and perform/advise others on the application of architecture modeling tool sets.
  • Subject Matter Expert (SME) of the total infrastructure protection environment; systems security certification, accreditation and Dept of Navy systems security protocols and database management concepts and techniques.
  • Proficient in writing and managing software code through source control in HTML 5, C#, ASP.NET, SharePoint applications, Visual Studio 2017 for .NET web applications, Android and iOS applications.
  • Expert in information security program and related issues relating to classification, downgrading, handling, and safeguarding collateral and SCI.
  • Thoroughly adept with contract administration, monitoring contracts, cover research, development, testing, and/or production of complex systems.
AND

You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Recommends, implements and follows standard operating procedures, software and controls to ensure appropriate levels of security. Tracks multiple projects and reports ensuring on-time completion.
2. Customer Service - Ensures customers receives prompt service on all IT systems (workstations, printers, servers, software, VPN, email).
3. Oral Communication - Influence and persuade employees and managers to accept and implement findings and recommendations. Plans, coordinates and advises on work efforts or to resolve problems.
4. Problem Solving - Takes charge to resolve problems using all available resources. Coordinates activities designed to ensure, protect and restore IT systems, services and capabilities.
