This position is located in the Bureau for Management, Office of the Chief Information Officer, Information Technology Operations, Infrastructure Operations Branch (M/CIO/ITO/IO) in Crystal City, VA.

Responsibilities

This position will be the lead for System Operations and Administration within the Division of Information Technology Operations Division under the Infrastructure/Operation Branch, overseeing all daily operations and security of the Agency network, AIDNet, including supporting overseas Missions, connectivity to the cloud, ensuring access to key business applications, and including security patching, security upgrades to core infrastructure, and other regular maintenance.

As an Information Technology Specialist (System Engineer), you will:
  • Prepare technical standards for reference by users, other IT personnel and project managers while planning, designing, installing, operating and maintaining information systems.
  • Monitor state-of-the-art IT developments and make recommendations on how to address trends and new technologies within the context of USAID policies, plans, and management strategies.
  • Independently evaluate contractor procedures for the analysis, design, development, test, and support of IT systems.
  • Support all aspects of systems engineering related to all components that make up the enterprise network (eg. Servers, Endpoint Devices, Patching, Server Administration, Active Directory, Single Sign On, Software Packing, Software Testing, Network Infrastructure, Security Compliance, Security Accreditation, Asset Management, and Service Delivery Processes).
  • Works with Computer Scientists, Information Technology {IT) Specialists and Project Managers, both direct hire and contractors in the use of existing, new and innovative methods and techniques to research, analyze, evaluate, design and test all aspects of computer systems, networks and data structures used to support the performance of USAID's mission.
  • Prepare technical reports that describe information requirements and recommend alternatives for improving the information systems environment.

Qualifications

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) applying a broad knowledge of technology and systems in the development and implementation of new approaches and solutions to computer systems or systems engineering projects; (b) conducting research and analysis of user and system requirements leading to the design of new and innovative IT systems, which include the application of new or innovative techniques (c) applying the theoretical concepts of computer systems, mathematical and statistical sciences, or operations research.

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) knowledge of computer hardware and software concepts and the employment of mathematical and computer based modeling of business, computer and system processes; (b) professional work experience in leading and participating in integrated project teams, drafting statements of work, performing business case development, project management and contractor management and support inspector general audits, FISMA audits; and (c) skill in providing contractor oversight as a contracting officer representative (COR) for a full range of systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
