Summary

This position is located within the Rural Development (RD) Business Center, Human Resources Office, Human Capital Management Division, Talent Management Branch. The incumbent serves to provide leadership, program management, and coordination for multiple programs in one or more of the following areas: training policy, training administration, training instruction, leadership development, employee development, event planning, organizational development, and reporting.

Responsibilities

  • Provides leadership, program management, and coordination for multiple programs within assigned human resources development (HRD) functional area(s).
  • Develops and recommends comprehensive plans, policies, and procedures to create and implement agency-wide workforce services and programs.
  • Provides guidance and assistance on program training, activities, concerns, and related human capital management goals and objectives.
  • Advises and consults with RD workforce at all levels to recommend appropriate training and delivery methodology based on knowledge of adult learner characteristics, objectives of the training, and analysis of alternative delivery options.
  • Develops and implements procedures and instruments to determine training needs and measure efficiency and effectiveness.
  • Leads teams and/or manages programs to develop and deliver HRD across the agency.
  • Plans, develops, delivers, evaluates, and revises training curricula.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.

For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates: Experience in a range of human resources development (HRD) practices, laws, regulations, policies, and precedents to provide HRD management advisory and technical services on noncontroversial factual, procedural, and/or recurring issues to learning and employee development; experience in applying principles, practices and techniques of education, adult learning theory, and employee development to assess, define and meet individual learning needs; experience in analytical methods and diagnostic techniques to identify, evaluate, and recommend to management HRD and non-HRD interventions to resolve problems of limited scope; experience using oral communication techniques to present findings and recommendations; experience utilizing written communication techniques to prepare project papers, and training material. There is no substitution of education for experience at the GS-13 level.

Required Documents
