Summary

This position is located in the Office of Safety and Security at Peace Corps headquarters and reports to the Chief of Emergency Management and Physical Security Division. The Emergency Management Specialist will coordinate functions to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disaster that affect Peace Corps staff and operations. Preparation and response efforts are generally captured in the agency's occupant emergency plans.

Responsibilities

The Emergency Management Specialist performs the following major duties:
  • Planning and Preparedness: Conduct surveillance of emergency conditions locally, nationally, and worldwide. Research topics of importance to emergency management plans and preparedness activities. Determine the need to alter current plans or develop new plans to manage emergencies in an ever-evolving risk environment. Develop and present recommendations for implementation to more senior manager.
  • Training: Develop and deliver training to all incoming staff on appropriate emergency response procedures. Develop and deliver trainings tailored to individuals and groups fulfilling specific emergency management functions as detailed in various emergency response plans.
  • Exercise and Testing: Lead preparations and participation in applicable emergency management exercises, including those associated with the occupant emergency and continuity of operations plans. Perform all tests of emergency management equipment and communications devices.
  • Evaluation: Develop and manage an after action program to identify lessons learned, assign tasks, and track the implementation of corrective actions. Routinely evaluate emergency management programs and plans to ensure that they appropriately align with and successfully mitigate probable risks.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

PC-1336 Form: Applicants who are found to be otherwise qualified will be required to submit upon request in the future a completed PC-1336 form , or narrative signed statement, indicating whether the applicant has been involved in or has had any connection with intelligence activities or related work and, if so, the nature and dates of his or her involvement. Failure to meet this requirement will result in the applicant being rated ineligible for further consideration. If you have any other type of possible intelligence connection, your application will not be further considered until you submit this form. Except when the CIA or the National Security Agency (NSA) is involved (see below), if your connection with an Intelligence Agency involves an immediate family member who works or has worked in intelligence, the immediate family member should complete the form, not the applicant. Usually relying on memory is sufficient to answer most if not all of the questions. If you have an immediate family member who works or has worked for the CIA, you should not give them this form to complete. Qualifications

Specialized Experience:

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume.

This vacancy is being announced at two (2) grade levels:

FP-5

Qualifying experience for the FP-5 level includes one year of specialized experience at least equivalent to the FP-7 or GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience assisting in the revision of existing continuity of operations (COOP) plans and occupant emergency plans (OEP); Experience assisting in the delivery of COOP and OEP trainings, exercises, and evaluations; Experience operating within risk management principals.

FP-4

Qualifying experience for the FP-4 level includes one year of specialized experience at least equivalent to the FP-5 or GS-9 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience in emergency risk assessment and analysis; Experience independently revising and updating COOP and OEP documents; Experience independently managing lists of emergency management personnel necessary for the implementation of emergency response functions including activation and operations.

Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who has held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).
