Summary

This position is located in the Executive Office of the President, Office of Management and Budget, Management and Operations Division's Office of Human Capital. The primary purpose of this position is to manage and strategically lead OMB's learning and development program. The incumbent will lead and oversee the development of agency-wide strategies, policies, plans, programs and initiatives for creating a diverse and agile learning culture within the organization.

Responsibilities

As a LEARNING AND DEVELOPMENT SPECIALIST, GS-1701-14, your typical work assignments may include the following:
    • Serves as the Chief Learning Officer for OMB's learning and development program. The primary responsibility of this portfolio is to implement OMB's comprehensive and continuous learning strategies and manage OMB's learning and development program, assigned special projects, other related human capital and/or internal administrative or management programs. In this capacity, the incumbent develops strategic plans and implementation strategies, including diversity and inclusion, to accomplish the organizational development and management goals.
    • The incumbent prioritizes, synchronizes, and integrates executive skills training and training development strategies, requirements, policies, and processes. Serve as a facilitator to designated trainings offered by the Management and Operations Division (MOD), Office of Human Capital. Provide career coaching and counseling to employees to assist them in identifying realistic career objectives and in obtaining required skills through training initiatives. Manage agency level leadership programs for GS and SES employees to include but not limited to OMB's Leadership Development Academy and the SES Career Development Program.
    • Conducts special studies and assessments related to human capital, budget, finance, information technology and administrative data. Maintains data bases and oversees the production of periodic reports and studies. Maintains a comprehensive knowledge of automated systems that support OMB learning and development, human resource management, and administrative functions. Responsible for conducting periodic employee surveys concerning management issues, e.g., employee climate surveys, surveys of supervisors concerning management issues, conducting employee feedback processes for evaluating supervisors, etc.
    • Formulates the OMB central training budget and division level budgets in conjunction with the OMB MOD Budget Officer. Independently manages and executes OMB's central and division training budgets and is responsible for the review and approval of all official OMB training. Coordinates OMB-wide training, maintaining training database, and researching and recommending training vendors and courses to OMB employees. Determines the most efficient and cost-effective methods of management and program delivery services as well as assesses performance and results.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 level or comparable pay band in the Federal service or equivalent experience in the private sector that includes: 1) experience in training program administration in order to plan, administer, and evaluate the application of programs 2) experience in scheduling and carrying out major training initiatives and objectives 3) experience in developing recommendations for implementing specific guidelines and standards for use in instructional design, employee development, organizational development and diversity & inclusion 4) experience in analyzing major aspects of mission-oriented training programs, and generating and applying new hypotheses and concepts to improve effectiveness and efficiency of operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
