Serves as a project manager with direct responsibility for the successful design and construction of complex capital wastewater treatment and collection/transmission projects. As a licensed professional engineer or architect, manages all aspects of both design and construction work from initial scope development to construction close-out. These responsibilities may be limited to only design or construction management for larger more complex projects. Works closely with using agencies to develop detailed scopes of work for assigned projects, formulates total project estimates and budgets, manages overall project budgets and provides project status updates as required. Manages all aspects of design management from project inception through bid advertisement. Leads efforts to select design professionals through selection advisory committees or utilizing established basic ordering agreements. Negotiates and prepares consultant contracts and amendments. Manages all aspects of professional engineering services contracts including adherence to the project scope, budget, and schedule. Reviews and approves invoices from consultants, reviews deliverables to ensure designs meet the needs of using agencies, evaluates and reviews additional services as needed. Works closely with consultants and local, state and federal agencies to identify and obtain all required permits. Coordinates value engineering studies as required for projects. Performs detailed reviews of construction documents at various stages of design to ensure all project requirements have been met and to ensure a quality set of construction documents to reduce the potential for change orders during construction. Coordinates reviews from all county stakeholders including the using agency, track all comments and back check documents to verify comments are corrected. Performs all aspects of construction management for assigned projects to ensure projects are of the highest quality and meet the budget and schedule goals. Evaluates pre-qualification requirements for prospective bidders, prepares final bid documents, conducts pre-bid meetings, manages the bidding process, analyzes safety records and issues construction contract awards. Serves as the primary point of contact with the general contractor, designer and using agency during construction. Conducts pre-construction meetings, leads construction meetings with the entire project team, reviews and approves contractor payments requests, reviews proposed change orders for entitlement, analyzes costs, and negotiates changes orders. Review shop drawings. Ensures timely RFI responses, issues field orders and RFPs, routinely reviews progress on-site, ensures quality control and conformance to construction documents, tracks CPM schedule, coordinates all aspects of project close-out including punch lists, training, O&Ms, as-builts, warranty, and final close-out. Attends and/or conducts meetings as required, takes a lead role in public presentations and hearings as needed, coordinates with the Land Acquisition Division to ensure all land rights are obtained if needed, coordinates with other counties, state or federal agencies as required, performs other duties as assigned. Participates in general department functions including the selection of design consultants, hiring of new employees, making presentations to management, attending strategic planning or department meetings, and performing other duties as assigned. Under the general supervision of the Engineer IV of the Collection Projects Branch of the Wastewater Design and Construction Division.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to: graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; and four years of progressively responsible professional experience in the appropriate engineering field.

PREFERRED QUALIFICATIONS:
  • Five years of progressively responsible project management experience in the wastewater engineering design and construction field.
  • Three years of experience in planning, budgeting, design, construction, project management, and construction contract administration of complex wastewater treatment and collection projects.
  • Expertise in managing multiple capital projects concurrently. Demonstrate innovative and efficient project management practices for the expedited completion of capital projects.
  • Experience in conducting public meetings on capital project issues. Must be highly motivated, possess the skills necessary to work in a fast-paced collaborative team environment, and be oriented toward providing outstanding customer service to user agencies and project stakeholders.
  • Outstanding oral and written communications skills.
  • Two years of experience in the knowledge of local, state, and federal environmental regulations.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license is required.
Possession of a valid Virginia Professional Engineer or Architect license.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

The appointee of this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
This position requires one to be able to stand, stoop, bend, stretch, walk, climb, sit, type on a keyboard, and lift up to 25 pounds. Duties performed with or without reasonable accommodation.
