Job Announcement

Works as part of the Planning Division. Serves as a senior environmental planner and project manager conducting environmental analysis for development proposals to determine conformance with County environmental policies - special emphasis on 1) complex applications for mixed use centers such as transit station areas for Reston mixed-uses and revitalization areas; and 2) development review and analysis related to environmentally sensitive areas for conformance with County environmental policies. Other responsibilities include zoning pre-application research, environmental/land use impact assessments, coordination of NEPA and inter-jurisdictional review, planning implementation support (e.g. proffer review, green building and noise proffer review/implementation) and comprehensive plan amendments. Prepares a variety of written materials such as qualitative and quantitative environmental analysis on specific zoning applications; prepares and develops information on existing conditions to be used in special studies, development review analysis, and plan amendments. Will also provide support to and/or lead applicant meetings and presentations to the Board of Supervisors, Planning Commission and citizen groups. Performs other duties as assigned.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university in a planning related field; plus four years of experience in a planning-related field, preferably in the specific area of assignment. A master's degree may be substituted for one year of the required experience. The years of experience should include a minimum of three years of experience in the specific area of assignment, e.g., zoning evaluation, zoning administration, zoning enforcement, public facility, environmental and/or land use planning.

PREFERRED QUALIFICATIONS:
Strong written and oral communication/presentation abilities. Ability to prioritize multiple deadlines. Professional experience in planning, development review, Green Building/Sustainable development and LEED expertise with a pubic planning agency or planning/engineering firm. Experience with stormwater planning/water quality issues, acoustical analysis, Chesapeake Bay regulations and/or urban forestry is desirable. Professional experience in environmental planning, policy development, project management, presentation, and group facilitation skills. Experience using word processing, database, and GIS software. Experience working in a local government planning office and supporting public boards and commissions. Master's degree in planning, environmental sustainability, urban forestry, or another closely related field. Ability to work independently.

PHYSICAL REQUIREMENTS:
