We are seeking an experienced recruiter/analyst who partners with agency human resources staff and hiring managers to recruit qualified candidates and evaluate qualifications to fill a variety of positions up to and including senior managers with the best qualified candidates. Roles and responsibilities include but are not limited to:
  • Utilizes applicant tracking system (NEOGOV), reviews job requisitions submitted by agencies, approved position descriptions, class specifications and supplemental questions to develop and finalize the official job posting. Creates appropriate screening filters, scoring plan and other screening tools for efficient and effective review of applications.
  • Performs analysis in the review of applications to determine certification of candidates based on minimum employment standards and agency preferred qualifications to provide a referral list of the best qualified candidates.
  • Reviews and approves all hire actions of candidates selected for appointment.
  • Supports multiple types of job openings, including regular, promotional, underfills, acting capacity promotions, reclassifications, etc.
  • Reviews underfill agreements including required qualifications, timeframe selected and related requirements.
  • Consults with communications specialist to research and evaluate additional recruiting sources (i.e., job fairs, social media, industry sites) for difficult recruitments and provides recommendations to agencies.
  • As the primary liaison, plans, coordinates and participates in job fairs and other events to promote county job opportunities and maintains records of such. Participates in a variety of recruitment initiatives.
  • Provides advice and guidance on rules, regulations, policies and procedures.
  • Develops and maintains strong working relationships with co-workers, agency contacts, other county personnel, and external agency personnel.
  • Provides consultation and expertise in working with compensation and workforce analysis (CWA) staff to review and analyze issues of mutual concern (compensation, workforce planning, classification, recruitment, retention, class specification development/revision, etc.).
  • Assists in the development of division policies and procedures. Provides consultation to, or participates as an active member of, various division or agency committees or work groups. May lead or co-lead focus groups on a variety of topics including but not limited to enhancements to the applicant tracking system, the applicant experience, and related recruitment activities; with a focus on service and process improvement.
  • Assures compliance with federal, state and Fairfax County rules, regulations, policies and procedures.
  • Treats sensitive personal data with the highest integrity and with strict confidentiality.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of human resources administration and management principles and practices as they apply to talent acquisition;
  • Ability to perform as an individual and as a team member (and record of performing as such);
  • Knowledge of group/team dynamics;
  • Knowledge of federal, state, and county laws, regulations, and ordinances pertaining to human resources programs and management.
  • Skill in the use of computer hardware and software;
  • Ability to establish and maintain effective relationships with applicants, employees, county officials and/or citizen groups;
  • Ability to gather, analyze and present data;
  • Ability to communication effectively, verbally and in writing;
  • Ability to perform in a high volume fast paced environment.


Employment Standards

EMPLOYMENT STANDARDS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in personnel administration, public administration, or a related field plus two years of professional-level human resources experience.

CERTIFICATES AND LICENSES REQUIRED:
Not applicable.

PREFERRED QUALIFICATIONS:
  • Three years or more of experience developing job ads.
  • Three years or more of experience evaluating candidate qualifications against established employment standards, preferably in local or state government.
  • Demonstrated problem-solving and decision-making, and the ability to support decisions.
  • Excellent written and verbal communications skills.
  • Strong knowledge of applicant tracking systems and software, preferably NEOGOV.
  • Ability to manage multiple recruitments in various stages of the employment process.
  • Excellent interpersonal skills.
  • Experience coordinating, implementing and participating in job fair activities.
  • Experience using social media in recruitment activities.
  • Knowledge of employment laws.
  • Strong ability to meet established deadlines.
  • Proficiency in Microsoft Office Suite, including Outlook, Word and Excel.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check. Ability to travel to multiple sites and participate in job fairs, meetings, and other events.

PHYSICAL REQUIREMENTS:
Work is generally sedentary. Ability to lift up to 15 pounds. Ability to input, access, and retrieve information from a computer. Ability to traverse, stoop, bend and reach. Ability to operate personal computer, telephone, and other office equipment such as printer, copier/scanner. All duties performed with or without reasonable accommodations.
