The Utilities Design and Construction Division, Stormwater Branch, in Capital Facilities is seeking an Engineer IV who will serve as a construction engineer for all phases of contract administration for stormwater and other utility projects from contract documentation preparation through post-construction. Plans, directs, and supervises the work of engineers in the construction management for stormwater capital improvement projects to ensure quality, timely delivery and cost-effectiveness of projects. Manages and directs all phases of construction contract administration including design review, preparation of bid documents, contract award, inspections, quality assurance, schedule review, payment certification, change order and claim negotiation, resolution of construction problems, coordination with end-user agencies, and contract close-out. Ensures timely and accurate preparation of all contractual and financial documents, project documentation and correspondence. Performs workload projections, maintains project tracking database to ensure that work assigned is accomplished on schedule and within budget. Ensures efficient assignments of projects within the branch and coordinates the processing of all communication to stakeholders. Assists the Branch Chief in establishing policies and procedures for contract administration. Duties performed under the general supervision of the Stormwater Construction Branch Chief.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to: graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; and five years of progressively responsible professional experience in the appropriate engineering field.

PREFERRED QUALIFICATIONS:
  • Five years or more of supervisory experience.
  • Certified Construction Manager (CCM).
  • At least seven years of progressively responsible experience in construction contract administration of complex stormwater and major utility or public works projects.
  • Seven years of experience in construction management.
  • Demonstrated ability to provide effective leadership with staff and work collaboratively with stakeholders.
  • Extensive experience in negotiation and conflict resolution skills, outstanding communication skills, and experience managing a diverse professional staff.
PHYSICAL REQUIREMENTS:
With or without reasonable accommodation. Ability required to make periodic, routine site inspections. Must be able to physically negotiate rough terrain and typical construction sites, be able to hear normally in order to recognize backup alarms of the construction equipment. Able to safely climb construction ladders up to 15 feet or more per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings. Must be able to produce handwritten and typed documents.

CERTIFICATES AND LICENSES REQUIRED:
A driver's license is required.
Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a professional engineer or registered architect, signs and seals own work product and/or that of subordinate staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee of this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
