Job Announcement

Coordinates the Signs in the Rights-of-Way Program. Conducts inspections and investigations, collects photographic evidence and utilizes GPS to document evidence related to illegal signs placed in the rights of way. Gathers necessary information to determine responsible parties and enforce relevant codes. Prepares reports of inspection findings, citing violations of applicable code sections based on analysis of inspection findings and maintains inspection files. Records coded entries in designated database for tracking purposes. Documents case specifics with appropriate photographic evidence for the electronic case records. Prepares and issues warning letters, memoranda and other correspondence in order to obtain voluntary compliance. Prepares evidentiary material for presentation and subsequently testifies in court as required. Communicates with complainants, violators, other members of the community, representatives from the governing body and senior county staff regarding case specifics as well as pertinent aspects of the program. Participates in public outreach activities and answers technical questions.

Note: The salary offer for the position will not exceed the mid-point of the advertised salary range.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies or a related field.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Prior field work conducting inspections or investigations; knowledge of the process by which code violations in Fairfax County are resolved; ability to establish and maintain effective working relationships with others; ability to handle interpersonal conflict situations with tact and diplomacy.

PHYSICAL REQUIREMENTS:
Ability to safely and legally operate a vehicle in accordance with Fairfax County Standards of Conduct. Ability to lift items weighing up to 15 pounds. Ability to operate and carry inspection equipment (radio, camera, flashlight, tape measure, placards, clipboard, pen, and paper). Ability to move neck/head up and down and side to side, bend, reach, twist, and/or stoop, climb, walk/traverse rough, icy or broken terrain, and go up and down steep inclines. Ability to wear required department-issued protective footwear. Ability to speak clearly and understandably, and to tolerate various weather conditions while conducting field investigations. All duties performed with or without reasonable accommodations.
