Responsibilities

  • Represent DoDEA in meetings of various agencies and departments of DoD and the Federal Government relating to the areas of educational expertise.
  • Oversees implementation of policy and standard operating procedures for implementation of the high school graduation policy
  • Provide oversight to policy and operational guidance for the school counseling program (elementary to secondary, with an emphasis on secondary school counseling).
  • Provide oversight for services associated with the School Counseling Program, to include suicide prevention, bully prevention, anti-discrimination efforts, graduation plans, post-secondary education plans, and school-wide mental health services.
  • Assess the system-wide effectiveness of the School Counseling Programs in support of the DoDEA Blueprint for Continuous Improvement and College and Career Ready Standards.
  • Inform annual budget for the school counseling program.
  • Identify training needs for school counselors and school administrators and subsequently develops appropriate professional development.
  • Train curriculum liaisons, specialists, and other leaders in methods for implementing and maintaining an effective school counseling program that supports student college and career readiness.
  • Integrate data from system-wide testing programs, reports, and field observations into comprehensive needs statements of responsibility as a basis for the development of district-wide action plans to implement curriculum and program standards.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirement:

I have a Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material; (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness; (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments; (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training; OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience:
To qualify based on your work experience, your resume must describe at least 1 year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes above school level experience gained in teaching, educational research, development of educational materials and aids, educational testing, guidance counseling, educational administration, or comparable school counseling activities in an elementary and/or secondary school, which has clearly demonstrated success in the application of principles, methods, and techniques of education and familiarity with current developments in PreK-12th grade guidance counseling, education. This experience must be in School Counseling.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
