Summary

The CIGIE's Training Institute (TI) provides learning and professional development opportunities for leaders, managers, auditors, evaluators, inspectors, law enforcement agents, attorneys, and other professionals within the Federal OIG community. The Training Specialist (Learning Producer) reports to an Supervisory Training Specialist within the Audit, Inspection and Evaluation Academy and supports the professional learning and development needs of personnel across the OIG community.

Responsibilities

Duties include but are not limited to the following:
  • Responsible for a full range of producing and delivering Audit, Inspection and Evaluation Academy learning and professional development programs products and services.
  • Prepares a variety of deliverables for CIGIE managers and others within the federal Inspector General community and documents all work efforts in accordance with organizational and professional learning standards.
  • Collaborates effectively with colleagues to propose and implement techniques, methods, and guidance to increase Training Institute operational efficiency and effectiveness to improve the performance of OIG staff across the community.
  • Develops, coordinates, and promotes a full range of learning programs, with emphasis on those targeted to audit, inspection and evaluation professionals.
  • Develops course materials, such as facilitator and student guides and tracks learning performance evaluations and measures.
  • Maintains awareness of current training-related research and presents study findings related to training issues and concerns for possible adoption by the TI.
  • Uses data to evaluate all aspects of instructional programs including instructional methods and media, instructor effectiveness, administrative support, and participant performance.
  • Maintains awareness of government and industry training best practices and develops operational benchmarks in relation to those practices for training.
  • Develops and applies advanced analytical methods to identify business requirements, establish project scope, and evaluate technical feasibility and assess outcomes and their impact.
  • Prepares a variety of deliverables for CIGIE managers and others within the federal Inspector General community and documents all work efforts in accordance with organizational and professional learning standards.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

To be eligible for this position, you must meet one of the Basic Requirements AND the Additional Qualification Requirement.


Basic Requirements:

Have a four year degree or higher in education or a subject area related to the position to be filled.

Specialized Experience GS-13:
Have at least one year of specialized work experience to the GS-12 grade level in the Federal service performing the following: (1) observing training to provide feedback to new instructors to strengthen course presentations; (2) creating relationships with stakeholders and customer outreach on new training programs; (3) Collaborating with colleagues to propose and implement techniques, methods, and guidance to increase training efficiency; and (4) developing analytical methods to identify requirements.

Physical Demands: Work is sedentary. However, some physical activity to carry, move, and set up training materials (including audio-visual and computer equipment) is required. The physical lifting requirement would not exceed 50 pounds.

Work Environment:The work is typically performed in an adequately lighted and climate-controlled office setting. This position may require occasional travel to deliver, manage, or participate in learning events and programs, as well as professional development activities such as conferences.

Education

Additional information

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the following categories to be eligible.

1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. This includes applicants who have not previously held, or currently hold this position and grade with the same promotion potential as announced for this announcement. You must submit an SF-50 that shows competitive service eligibility to be considered.

2. A Veteran applying under the Veterans Employment Opportunity Act (VEOA), must submit a copy of your DD-214 showing an honorable discharge to be considered. To be eligible, a veteran must be honorably separated and either a preference eligible or have substantially completed 3 or more years of active service. NOTE: Current employees applying under VEOA must submit a qualifying SF-50 to show they meet time-in-grade requirements.

3. A 30% or more Disabled Veteran. You must submit your DD214, a completed SF-15, and letter from the VA dated 1991 or later to be considered.

4. Military spouses are eligible if their spouse: 1) is an active duty member of the Armed Forces; 2) is a member of the Armed Forces who retired or separated with a disability rating of 100 percent; or 3) died while in active duty. Please submit supporting documentation to be considered (e.g. active duty orders, marriage verification, SF-15, DD-214, disability letter from VA, etc.)

5. Schedule A: Documentation of eligibility under Schedule A can be obtained from a licensed medical professional; a licensed vocational rehabilitation specialist (i.e. state or private); or any Federal agency, state agency, or agency of the District of Columbia or a U.S. Territory that issues or provides disability benefits. This letter must be separate from any Veterans Preference documentation.

6. A Former Peace Corps or VISTA Volunteers Appointment. Please submit documentation to be considered.

7. Veterans eligible for a Veterans' Recruitment Appointment (VRA). You must submit a copy of your DD-214. NOTE: VRA only applies to positions at the GS-11 level and below.
