This position is located in the Office of Information Technology within the Centers for Medicare & Medicaid Services (CMS), in Woodlawn, MD.

As the Deputy Director, Office of Information Technology (OIT), you will provide executive leadership and technical advice for the planning, organization, coordination and management of the activities required to maintain an agency-wide information technology (IT) program. You will retain authority to commit program resources to accomplish OIT's mission.

  • Directs the day-to-day operations, assures effective coordination of issues involving more than one OIT component, and arbitrates issues when necessary.
  • Represents the Director in IT contacts and negotiations with key officials of CMS, the Department, Congress, other Federal and State agencies, and private industry.
  • Develops, implements, and ensures compliance with plans, policies, standards, infrastructures and architectures which establish the framework for the management of all CMS' IT programs.
  • Conducts continuing evaluations of CMS' business needs to ensure that IT architecture plans are aligned with those needs and that the current and planned IT infrastructure supports the architecture plan.
  • Develops plans and strategies to modify the IT infrastructure to support short and long range agency goals, objectives, and plans.
  • Evaluates, selects, and advises others on the application of architecture modeling tool sets used to document, maintain, and enhance the architectural planning process.
  • Provides technical advice on the evaluation, selection, implementation, and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
  • Represents CMS on interagency workgroups established to develop Department or government-wide IT policy initiatives and solutions of critical issues.
  • Develops guidelines for implementing broad government-wide directives, and aligns agency internal business practices with government-wide regulations and policies.
  • Directs special system studies within the Office and coordinates staff in researching and documenting results, particularly in the more complex and sensitive areas and in those areas which cut across organizational lines.

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability.   • Professional/Technical Qualifications (PTQs)

    This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.
  • Demonstrated experience in driving the vision, implementation, operation, and maintenance of large scale, complex, secure distributed technical architectures involving high performance Internet-based consumer-facing and multi-stakeholder applications. Experience with systems implementation requiring extensive healthcare back office operations, which may include eligibility and enrollment management, consumer messaging, financial management, payment, data services and data integration, data warehousing and analytics, and ensuring high availability and stability of the systems.
  • Demonstrated knowledge and experience in effective management of the system/software programs through the lifecycle. Experience with complex, large-scale system development and implementations including experience in stabilizing and optimizing the system and the management of the processes that govern change control, system software release cycles, quality assurance, internal and external testing with partners and stakeholders (e.g., other government agencies, insurance companies, multiple contractors and vendors) performance monitoring, help desk coordination, program performance reporting, operations management (e.g., contractor oversight, Risk Management, earned value management), and information assurance and security and privacy of sensitive data.
  • Demonstrated experience in successfully leading a large IT organization and supporting contractor staff, to develop, implement, and manage large scale IT projects, especially in data management.

    If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.

    Salary for SES positions varies depending on qualifications. The annual salary range is found at the top of this announcement. The selectee for this position may be eligible for annual performance bonuses and performance-based pay adjustments.

    Veteran's Preference does not apply to the SES.
