Summary

This position is in the Electronic Commerce (E-Commerce) Division, Payment Management, Deputy Commissioner (Financial Services and Operations), Bureau of the Fiscal Service (FS), and will assist with the management of the Stored Value Cards (SVC) Program, a versatile E-Commerce product that replaces cash and currency in U.S. military locations worldwide.

Responsibilities

As a Financial Program Specialist, you will:

- Manage and track a series of programs and projects impacting the SVC program, ensuring full accountability. More specifically, manage the EZpay SVC program, which is deployed at U.S. Army, Air Force, Marine, and Navy basic training installations across the U.S.

- Manage and coordinate day-to-day operational tasks and provides oversight for the SVC EZpay program using project management methodologies; project planning (requirements analysis, action planning); project administration (resource management, team leadership, communication with team members, customers, and stakeholders); and project implementation (quality assurance, project documentation, post-implementation review).

- Lead and direct the effort to consolidate all legacy SVC programs into a single, interoperable One-Card solution that functions across all the unique SVC environments (land, sea, and basic training installations). One-Card solution would operate seamlessly across all branches of the military and would be scalable for other deployed branches of the United States government. Lead the deployment, inventory and equipment management, and development efforts associated with this project.

- Analyze national-level programs (EZpay Program and the SVC portfolio) or exceptionally large and complex financial program such as multi-million dollar contracts, financial and other fiscal agreements, technical development projects, and systems.

- Draft guidelines of new or revised Treasury regulations, policies, circulars and procedures, and portions of the Treasury Financial Manual related to the use of the SVC Program. The drafted documents are subject to review and approval by Director or Assistant Commissioner. Also review, analyze and develop authoritative interpretations of executive orders, OMB guidelines and directives, and other relevant policies and precedents.

- Coordinate customer requirements with federal agencies and across Fiscal Service and Treasury to develop and implement policy and financial systems capabilities that address these requirements and meet operational and reporting needs.

Qualifications

Specialized experience: For the GS-13, Specialized Experience is defined as one year of experience at the GS-12 level or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience for this position includes managing a multimillion dollar financial program or program component with multiple stakeholders, such as government and military organizations.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
