Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Chronic Care Policy Group (CCPG).

As an Economist, GS-0110-11/12, you will perform economic and financial analysis work in one or more of the following areas: Medicare chronic care payment policy, Medicare cost reporting payment policy, or cost reimbursement payment policy.

Responsibilities

  • Work with senior professionals to develop, evaluate and implement Medicare policy related to payment.
  • Perform a variety of studies to address economic issues related to the health care financing systems in the both public and private payers.
  • Prepare written information and justification on the policy and operational aspects of specific payment proposals and present summaries and findings of research to appropriate officials.
  • Establish and maintain relationships with key officials and groups within and outside the organization.
  • Utilize appropriate quantitative and statistical techniques to analyze data to develop Medicare payment policy.

Qualifications

In order to qualify for the GS-11, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector), to include: 1) applying principles and theories of applied economic or econometric methods and techniques used in analyzing and evaluating health care programs; 2) conducting (individually or as part of a team) studies of cost, use, or outcomes of health care services; and 3) preparing written documents (i.e., technical reports, research results, or project summaries) regarding health program issues.
- OR -
Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 level by possessing 3 full years of progressively higher level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree or LL.M., if related to the position being filled.
- OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the grade GS-11. Therefore, only education in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, may be used to combine education and experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

A. Possess a degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. (TRANSCRIPTS WITH APPLICABLE COURSES REQUIRED AT TIME OF APPLICATION)

-OR-

B. Possess a combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education (TRANSCRIPT WITH APPLICABLE COURSES REQUIRED AT TIME OF APPLICATION). Examples of qualifying experience include: individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; OR supervision or project coordination of assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; OR teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
