Responsibilities

The Deputy Assistant Administrator for Information and Technology Services is designated as the Chief Information Officer (CIO) of the Federal Aviation Administration (FAA) and reports to the Assistant Administrator for Finance and Management (AFN-1). He or she ensures that the agency's information technology (IT) assets are optimally utilized as well as effectively and efficiently aligned with FAA's strategic mission needs for approximately 46,000 civilians. The incumbent serves as the principal advisor to the AFN-1, the FAA Administrator, the FAA Deputy Administrator, and senior officials on information management and technology across the FAA, and is the principal spokesperson on IT matters before Congress, other agencies, and the public.

The CIO executes duties and responsibilities via a geographically dispersed workforce of approximately 600 employees to include several FAA Executives and between 70-80 senior employees. The incumbent has oversight for the FAA Information Technology Investment Portfolio that fluctuates between an estimated $2-3B which includes the CIO budget in the Operations and the Facilities and Equipment appropriation.

Specific responsibilities include:

• Leads the agency, as a strategic business partner, to achieve significant business value of information technology. Collaborates with FAA executive leaders to shape the direction of the FAA, providing vision to enable and improve business processes for accomplishing FAA/DOT missions, goals, and program objectives. Directs the development of the agency's IT strategic planning activities and long-term enterprise- wide IT capabilities.

• Advises the AFN-1 on proposed agency IT policies, standards, and procedures. Advises agency senior leadership on major IT investment decisions. Advocates innovative uses of technology, to ensure sound capital and investment planning, and to facilitate management's access to needed information resources. The CIO facilitates the acquisition of information resources in a way that maximizes their value and manages their risks.

• Provides executive oversight of FAA's lnformation and Technology Shared Services, ensuring quality and efficiency of the information services provided. Ensures core service metrics are in place that articulate responsibilities, functions and performance measures for services delivered to internal and external customers. Reviews and evaluates the IT organization's performance to determine effectiveness and success in delivering shared services. Provides leadership and direction in the development and implementation of plans to correct deficiencies and improve organizational performance.

• Oversees the tactical execution of IT related activities and ensures the implementation of such activities are sustainable and in alignment with the strategic mission of the FAA. This includes the establishment of design and operational standards for corporate and organizational systems. Collaborates and works closely with IT leadership sharing value added perspectives and insights in order to maximize effectiveness and efficiency of the FAA's IT enterprise.

• Ensures the effective design and implementation of a National Airspace System (NAS) and non-NAS information security architecture. This includes establishing and maintaining a security operations center capability to protect the security architecture of the NAS and non-NAS functions.

• Provides principal interface to and prepares for appropriate review authorities (e.g., Office of Management and Budget, Office of the Secretary of Transportation, Congress) testimony, exhibits, and reports concerning the management, budgeting, and financial aspects of agency IT resources.

• Tracks compliance with executive, legislative, and agency mandates affecting IT, and periodically benchmarks agency performance against industry costs and trends.

Qualifications

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

  • LEADERSHIP REQUIREMENT : Do you have experience building relationships? Provide examples of how you have built relationships to achieve consensus and how you were able to obtain the cooperation of others with competing priorities and perspectives. Describe how you effectively communicate information within and outside of your organization.
  • LEADERSHIP REQUIREMENT : Do you have experience leading strategic change? If yes, describe examples of strategic changes that you led for your organization; describe the entities that the change affected (agency, industry, organizational components). Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  • TECHNICAL REQUIREMENT : Experience leading information technology strategic planning to provide efficient, cost-effective and secure IT products and services that are compliant with Federal requirements and are aligned with missions, goals, and program objectives.
  • TECHNICAL REQUIREMENT : Experience leading the operation of a shared services platform and/or merger of IT services.
