Summary

This position is located in Smithsonian Institution's Office of Smithsonian Facilities (SF), Office of Facilities Management and Reliability (OFMR). The incumbent for this position serves under the Associate Director of the Museum Support Services. employee is responsible for providing a variety of duties with primary oversight responsibility for Fleet Management, Vehicle Repair and Transport Operations functions.

Responsibilities

  • Oversees the planning, management and the operation and maintenance/repair of the vehicle and mobile equipment fleet.
  • Provides guidance on Smithsonian fleet policy and procedures to SI staff at all levels and serves as the focal point for implementation of Smithsonian policies related to transportation.
  • Reviews all accident reports and coordinates the loss/damages/repairs/replacements through Risk Management.
  • Manages requisitions, receipts, issuances and control of government issued credit cards for the purchase of fuel, oil, and other services, ensuring that these cards are securely maintained and used in accordance with applicable rules/regulations.
  • Oversees the preparation and maintenance of a variety of narrative and statistical reports, records and files related to vehicle inspections, maintenance, repairs, personnel, and financial activity.
  • Oversees responsibility for Transportation Operations that provides; shuttle service transporting approximately 80,000 passengers annually, light cargo moves for SI facilities throughout the DC Metro area and snow removal support for the National Zoo.
  • Performs all activities related to supervision of staff including providing leadership and direction, assigning work, approving or recommending approval of personnel actions such as recruitment, promotion, awards, disciplinary actions, and terminations; also establishes and maintains an effective environment of communication and teamwork for staff assuring appropriate flow of information and adequate communication between and amongst all affected parties.

Additional Requirements:

The incumbent may be required to work late shifts, weekends and holidays and is subject to being called in for emergencies to restore the Smithsonian Institution to normal operations.

Qualifications

Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-12 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as providing leadership, direction, and planning; establishing guidelines and objectives for a fleet management program and small boat program (as well as for vehicle repair shops and shuttle services).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:
  • Knowledge of fleet management information systems (FMIS), fleet management principles, concepts, methods and techniques, and preventive maintenance procedures and practices.
  • Ability to supervise, manage and motivate a diverse range of personnel.
  • Ability to research and analyze information including interpreting and applying Federal, SI, GSA, State, and local laws, regulations, and guidelines.
  • Ability to communicate clearly, concisely and persuasively in speech, to a wide range of individuals and organizations.
  • Skill in written communication to write reports, decision papers, disciplinary and performance-based correspondence actions.

  • Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria: Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above. Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above. Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.
