Responsibilities

As a Human Resources Specialist you will be responsible for:

• Carrying out routine position classification and position management activities.

• Planning and carrying out classification projects and studies of significant scope and unusual complexity assessing progress towards agency goals and as needed, determining alternative courses of action.

• Supporting the administering and the implementation of changes in classification standards and requirements.

• Coordinating precedent-setting classification actions having an agency-wide impact with senior officials and program managers, explaining in detail the rationale for classification findings.

• Evaluating problems, deficiencies, and inadequacies in classification programs and policies, and develops proposals and recommendations to address identified issues.

• Providing management advisory assistance to senior managers in establishing new or reorganized functions that have an agency-wide impact or are of unusual significance or complexity.

• Collaborating with Bureaus in the formulation of personnel plans.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Qualifications

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:

Experience using Federal Human Resource Management (HRM) principles, concepts, laws, regulations and practices for position classification which a full knowledge and understanding of federal position classification policies, issues and practices. Experience leading change management and operation improvement initiatives to enhance classification program compliance for a multi-facet international federal organization;skill in providing accurate and timely staff work, i.e., studies, reports as well as program evaluations for review by HR Senior Management and organization leadership;expert experience in federal position classification to lead and implement enhance and accurate position for Foreign Service National employees;experience leading change management and operation improvement initiatives to enhance classification program compliance for a multi-facet international federal organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.
