Responsibilities

As a Nuclear Engineer, you will:
  • Serve as a subject matter expert for the research, design, construction, testing, operation, maintenance, and ultimate disposition of naval nuclear propulsion plants for the Naval Nuclear Propulsion Program (NNPP).
  • Be directly accountable for the management of the NNPP advanced technology innovation pipeline, which consists of a complex and dynamic portfolio of projects to develop advanced technologies aligned with the strategic direction of the NNPP, the Navy, and the Nation.
  • Assess the practical engineering aspects of new technologies and how these technologies could be exploited and prioritizing which technologies warrant long-term development and deployment.
  • Coordinate with senior executives at DOE laboratories, civilian Senior Executive Service personnel, and with the Program Manager, Advanced Technology Development, to stay abreast of, engage, and leverage work at other leading research institutions such as DOE laboratories, universities, and industry, to ensure that the direction for NNPP advanced technology innovation remains relevant to the anticipated priorities of the NNPP, the Navy and the Nation.
  • Execute a high degree of initiative, originality, foresight, persistence, and judgment regarding technical, administrative and fiscal management aspects of research and development over a wide range of disciplines from numerous technical organizations.

  • Serve as senior technical consultant and provides direction, leadership, guidance, and advice to personnel in their interactions with ships, shipyards, prototypes, field offices and other agencies in order to resolve problems, recommend solutions and influence decisions, using technical knowledge, tact, leadership, forcefulness and diplomacy.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent at the GS-13 level (or equivalent) grade level in the Federal service. Experience should include:
  • Professional knowledge of the theories, principles, practices, and techniques of naval nuclear propulsion, nuclear, mechanical, electrical, and chemical engineering applicable to the full range of engineering duties which includes knowledge of the practical aspects of the design, operation, maintenance, construction, testing, and safety of nuclear propulsion components, system sand plants.

Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). You are NOT required to provide a separate narrative response. Rather, your resume must describe how your past experience demonstrates the following KSAs.
  • Mastery knowledge of the fundamental principles of nuclear engineering including reactor materials, nuclear physics, heat transfer, mechanical and electrical design, naval architecture, thermohydraulics, fluid mechanics, radiation control, chemistry, energy transport and conversion, acoustics, computer science and data analytics.
  • Mastery knowledge of the application of nuclear propulsion to ship design and must be able to expertly apply this knowledge to the repair, maintenance, modification, and inactivation of naval nuclear reactor plants.
  • Expert ability to direct and coordinate the efforts of other engineering and management personnel within the Nuclear Propulsion Program in successful completion of projects.
  • Extensive experience with and thorough knowledge of nuclear propulsion plant performance requirements, design, construction, manufacturing, testing, operating procedures is required to adequately coordinate and integrate research and development for naval nuclear propulsion plants, systems, and components.
  • Extensive knowledge and experience with the NNPP organization structure and activities, as well as budgeting, cost control, and schedule management practices as they relate to technology research and development activities.
  • Knowledge of regulations, practices and procedures concerning radiological control, testing and plant condition control, quality control in fabrication and repair, cleanliness control, and submarine safety control.

  • "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Time-In-Grade/Band: Current federal employees must meet time-in-grade/time-in-band requirements to be eligible for consideration.

    CTAP/ICTAP Candidates: To be considered "well qualified", you must meet all of the requirements as described in this section.

    Education

    BASIC REQUIREMENTS FOR ENGINEER:
    • Bachelor's Degree (or higher) in Engineering OR
    • Successful completion of a curriculum leading to a bachelor's degree in an appropriate professional field, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. OR
    • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum. OR
    • Current registration as a Professional Engineer by any State, the District of Columbia, Guam, or Puerto Rico allows eligibility only if your registration is within or closely related to nuclear engineering.
    EDUCATION: You must provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the US Department of Education.
